In 2013 Consumer Futures recruited 20 employees, of whom 17 were graduates. These employees were recruited to either permanent or fixed-term contracts to fill posts that had become vacant.
Since 1 January 2014 they have recruited a further 4 employees, 3 of whom were graduates.

From April 2014 the Regulated Industries Unit (RIU) will focus on consumer issues and advocacy in the regulated gas, electricity and postal services markets, plus water in Scotland. The unit will also consider cross-cutting issues across other regulated markets and feed into other consumer bodies and regulators as appropriate.
Responsibility for consumer advocacy in other areas, including food, will be the responsibility of the Citizens Advice service, who will be able to investigate areas of concern on behalf of consumers.
We expect the RIU to transfer to the Citizens Advice service in 2014, giving them the responsibility and resources to act as the consumer advocate across the whole range of consumer issues. We do not expect to explicitly include these areas in the unit's remit.

The Secretary of State for Business, Innovation and Skills, my right hon. Friend the Member for Twickenham (Vince Cable), has not met with either the Chief Executive or Chair of Consumer Focus in the last year. He met briefly with the Chief Executive and Chair of Citizens Advice ahead of delivering the keynote speech at Citizens Advice's annual conference at Exeter University on 12 September 2012. He has not met with the Chair or Chief Executive of Citizens Advice Scotland.
I and my predecessors have met at regular intervals with Consumer Focus, Citizens Advice and Citizens Advice Scotland.

Consumer Focus will reform into the Regulated Industries Unit (RIU) in April 2013. Restructuring is likely to take place in 2013-14 ahead of transfer to the Citizens Advice services in 2014.
The final operating model for the RIU is still being developed in conjunction with Citizens Advice and Citizens Advice Scotland. Final staffing numbers are not yet known, but we expect the final transfer to be made on a statutory basis.

We continue to develop governance plans for the Regulated Industries Unit (RIU), working with our delivery partners, Consumer Focus, Citizens Advice and Citizens Advice Scotland (the Citizens Advice Service). Consumer Focus will re-form into the RIU in April 2013 and, until transition to the Citizens Advice Service in 2014, its work will be overseen by the Consumer Focus Board.

We have not yet allocated partner body budgets for 2013-14. We have, however, indicated that levy contributions from the regulated energy and postal
services sectors are expected to be set at the same levels as 2012-13 (£5.771 million for energy; £3.111 million for post). BIS's contribution to funding has yet to be determined.

In the financial year 2011-12, BIS provided £11,229,000 funding to Consumer Focus. In the same financial year BIS has so far provided the Office of Fair Trading (OFT) with funding of £555,769.58 to end-December 2011. BIS funding to OFT pays for the cost of energy and postal calls and contacts received by Consumer Direct. A final quarter payment to OFT covering the period January to March 2012 is expected to be in the region of £200,000 once final out-turn call figures for that quarter are confirmed.
