The UK contributes around £2 billion per year to Horizon Europe, providing UK businesses and researchers with access to curiosity driven research funding, world-class collaborations, and opportunities to grow and scale up their innovations. The UK's association agreement includes a mechanism under which the UK would be compensated if UK researchers and innovators receive significantly less funding from the programme than the UK contributes.
The UK's current annual contribution to participate in Copernicus is approximately £130 million per annum, which is tied to annual Gross Domestic Product metrics. This contribution provides UK users with access to Copernicus Earth observation data and services, and enables UK organisations to compete for industrial contracts to develop and operate the system and create value-added products and services.

It is our priority to make Horizon association a success. Government have launched a series of initiatives have been launched to help UK organisations engage with the programme. These include a marketing campaign and large-scale events around the country to promote Horizon Europe, and pump priming support to help increase application numbers, delivered by the British Academy and Innovate UK. On Copernicus, DSIT has been working closely with the UK Earth observation sector to promote the opportunities from renewed participation in the EU Copernicus programme. This includes hosting two Copernicus industry days, investing £250m to support industry and academics to stay at the forefront of Earth observation and through the UK Space Agency. For both programmes, the Department is actively working with European partners to promote UK expertise and capabilities and encouraging collaboration opportunities.

To ask the Secretary of State for Science, Innovation and Technology, what steps she is taking to help ensure UK applicants are eligible for the November 2023 Horizon Europe call relating to the Copernicus Security Service.
We are confident that we will be able to use the Horizon Europe programme to collaborate on areas of shared interest. The UK-EU joint statement of 7 September 2023 includes the EU’s commitment to assess UK participants’ access to strategic parts of the Horizon Europe programme on equal terms with other associated countries. Since the negotiated outcome, my officials have prioritised engagement with the EU at a technical level on the nature of our access to these areas, including space. Existing provisions in the TCA provide additional safeguards to ensure that if the UK is excluded from parts of Horizon Europe, it will not have to pay contributions for that part of the programme.
To ask His Majesty's Government, further to the announcement on 7 September that the UK will re-join the EU's Horizon and Copernicus programmes, whether they will include the European Geostationary Navigation Overlay Service (EGNOS) to facilitate early improvements in the reliability and air safety of small airports.
To ask His Majesty's Government, further to the announcement on 7 September that the UK will re-join the EU's Horizon and Copernicus programmes, whether they will include the European Geostationary Navigation Overlay Service (EGNOS) to facilitate early improvements in the reliability and air safety of small airports.
The European Geostationary Navigation Overlay Service (EGNOS) is separate to the Horizon and Copernicus Programmes. The DfT is working with other departments to understand the case for a UK Satellite Based Augmentation System (SBAS). As well as replacing the functionality of EGNOS, this system could offer benefits across transport and multiple Critical National Infrastructure sectors. To support this, the DfT is assessing the requirements following loss of access to EGNOS. The DfT is funding a UK SBAS testbed project to demonstrate the capabilities of such a system. This will inform the DfT’s consideration on next steps for this work.
