That this House notes with satisfaction the referral by Her Majesty's Government to the Monopolies and Mergers Commission of the proposed acquisition by Ladbrokes of the Coral bookmaking chain; believes that the merger would create an unacceptable monopoly for Ladbrokes in the off-course betting industry, amounting to nearly 40 per cent. of betting office turnover, and thereby seriously restrict competition and customer choice; is concerned also that it would confer excessive influence on Ladbrokes in the running of the betting subsidiary services SIS and BAGS; and calls upon the Monopolies and Mergers Commission to recommend to the Secretary of State for Trade and Industry that Ladbrokes be required to divest itself of the Coral chain in its entirety in order to protect the public interest.

That this House expresses its concern at the proposed acquisition by Ladbrokes of 833 Coral betting shops and two Coral greyhound racecourses; recognises the high proportion of BAGS meetings acquired by Ladbrokes tracks and the price paid for greyhound races by BAGS; and urges the Government to refer the bid for Coral to the Monopolies and Mergers Commission so that they can further investigate BAGS tender prices and to require that this takeover and concentration of the off-course bookmaking market should only proceed if Ladbroke-owned tracks do not supply greyhound races to BAGS and Ladbrokes transfer their share of SIS acquired from Coral to the greyhound racing industry.

That this House is deeply concerned about the proposed acquisition of Corals by its main competitor in the British bookmaking markets, Ladbrokes; sees the takeover as not being in the public interest as it would establish a large monopoly in the betting industry in the United Kingdom, currently worth in excess of ??7 billion per annum; notes also that, if approved, such a buy-out would further restrict competition and consumer choice, particularly in local markets and create undesirable levels of financial interests in betting subsidiary services SIS and BAGS, thereby risking undue prominence in their decision making processes; and calls upon Her Majesty's Government to immediately halt the sale by referring it to the Monopolies and Mergers Commission.

That this House deplores the duplicity of Coral Racing in refusing to pay Terry O'Callaghan of Cardiff the ??259,200 he won on a football bet of ??54.50 placed and accepted by Coral's betting shop at The Hayes, Cardiff, on 10th September, giving the excuse that the shop manager had failed to photograph the betting slip, although Mr O'Callaghan had received a full date and time-stamped receipt, considers that Coral Racing compounded their duplicity by claiming for several weeks that they could not confirm the validity of the bet, because the shop manager was sick and could not be interviewed and then subsequently admitting to Sporting Life on 9th October that in fact they had twice interviewed and taken a written statement from the shop manager, and further admitting to Sporting Life on 14th October that they had been grossly negligent in not processing the bet properly; and calls on the licensing magistrates in Cardiff and elsewhere to suspend Coral Racing's betting shop licences until it re-establishes itself as a professional betting shop organisation.
