In February 2019 the Government committed to extend coverage of support services to all 85 coroner areas, subject to affordability and reiterated the commitment in its response to the Justice Committee’s First Report - The Coroner Service in July 2021, noting that further detailed work needed to be done to understand the affordability, and legal and commercial issues in delivering it.
The Ministry of Justice is currently unable to share estimated costings of extending support services as this data relates to the development of ongoing Government policy.

The Coroners’ Courts Support Service which recruits and trains volunteers who support families and witnesses as they engage with the coronial process, covers around half of the coroner areas. The Government recognises the good work Coroners’ Courts Support Service offers to bereaved families but extending support services, such as the Coroners Courts Support Service, to all 85 coroner areas remains subject to affordability.

The Ministry of Justice has responsibility for coroner law and policy only. It does not have operational responsibility for coroners so is not resourced to fund coroners and associated services. However, since the Coroners’ Courts Support Service (CCSS) was set up in 2003, the Ministry of Justice (and its predecessor departments) has provided the organisation with funding of up to £15,000 a year to enable it to expand into new coroners’ courts. This funding covers the cost of recruiting and training CCSS volunteers. This financial year the MOJ is providing the CCSS with £60,000 towards their running costs on an exceptional basis.
