To ask the Secretary of State for Science, Innovation and Technology, what assessment she has made of the potential impact of greater cross-agency action between the Intellectual Property Office, Trading Standards and Border Force on tackling counterfeiting.
The Government is reducing the sale of counterfeit goods by supporting Police, Trading Standards and Border Force to take targeted enforcement action, disrupt online sales, seize counterfeit goods and use Proceeds of Crime Act powers to recover criminal profits.
Between 2021 and 2023, Border Force seized counterfeit articles with an estimated retail value exceeding half a billion pounds. The volume of suspected counterfeit articles seized varied over this period, falling from more than 3 million articles in 2021 to just over 1 million in 2023. Of these seizures, 95% were confirmed as counterfeit in 2021 and 89% in 2023. The estimated retail value of destroyed counterfeit goods increased from £142 million in 2021 to over £200 million in 2023, indicating a trend towards lower volumes of higher-value items.
In early 2025, Rutland police caught a local shop owner red-handed with a carload of illegal fake cigarettes. Since then, I have reported this to His Majesty’s Revenue and Customs, the police and trading standards, and nothing has happened. Will the Minister please haul in trading standards, because this individual runs two shops in my constituency, which are both still open, attracting in children and encouraging the sale of vapes? That is wrong, and such shops are clearly part of the black economy.

Member will be aware of Operation Machinize, through which we have put significant resources into tackling the type of crime she raises. That is becoming a permanent approach under this Government. For my part, I am constantly meeting Companies House and the Insolvency Service to talk about how we can improve our enforcement efforts to force these bogus businesses out of our high streets and create space for legitimate businesses.

How Trading Standards, the police and other agencies are tackling "dodgy shops"
To ask the Secretary of State for Science, Innovation and Technology, what steps she is taking to help tackle the larger criminal networks behind the sales of counterfeit goods through effective policing.
To ask the Secretary of State for Science, Innovation and Technology, what steps she is taking to help tackle the larger criminal networks behind the sales of counterfeit goods through effective policing.
The Government is tackling counterfeit goods linked to organised crime through a coordinated, intelligence led approach. We support specialist policing capability, including the Police Intellectual Property Crime Unit, and strengthened joint working between Police, Trading Standards, and Border Force to disrupt large criminal networks. Enforcement agencies take targeted action to seize goods, shut down illegal operations and disrupt online sales.
Through the Intellectual Property Office’s Counter Infringement Strategy, we are improving intelligence sharing, training and regional coordination to ensure a more effective, joined up response to organised counterfeit supply chains both domestically and internationally.
