To ask the Secretary of State for Defence, what the cost was of rebranding Strategic Command to Cyber and Specialist Operations Command.
The transition from UK Strategic Command (UKStratCom) to Cyber and Strategic Operations Command (CSOC) was executed with a strong emphasis on efficiency and cost-effectiveness.
Up-front CSOC visual identity changes have currently incurred no additional cost by utilising pre-approved Ministry of Defence branding. Most signage updates were completed at no additional expense through existing contracts, whilst specific Northwood Headquarters signage changes cost £5,245.50. Additionally, staff lanyards were procured for £1,075.
The total expenditure to date of £6,320.50 reflects an investment that ensures the Command’s identity aligns with its mission to integrate cyber and electromagnetic capabilities, balanced against ensuring value for money.
There is an expectation that some further branding may take place in Financial Year 2026-27, with a potential for a new logo and more signage changes, however these costs have not yet been scoped.

JHub delivers numerous innovation workstreams in support of operations to users across Cyber and Specialist Operations Command (formerly UK Strategic Command) and works closely with the new UK Defence Innovation organisation. These innovation projects spearhead the rapid adoption of new technologies, processes, and ideas which accelerate and reduce risk within the force development cycle and deliver valuable capabilities directly into the hands of the Warfighter.

SDR 2025 directs that “the future Cyber & EM Force should be a whole force endeavour, drawing heavily on reserves and civilians where expertise lies”. The future Cyber & EM Forces will be part of the Cyber & Specialist Operations Command. Planning to date is drawing heavily on our experience of using specialist cyber reserves and will seek to expand opportunities for reserve-style service; this is likely to include increasing the number of cyber specialist reserves, adjusting forms of military service (including expanding the Cyber Direct Entry scheme), and partnering differently with industry to leverage skills & capacity in wider workforce.

The Chief of Joint Operations (CJO) will remain based at the Permanent Joint Headquarters at Northwood, which remains part of Strategic Command. CJO will report to the Chief of the Defence Staff for operational matters when required.

Work is ongoing following the Chancellor’s announcement in the Autumn statement requiring Departments to cap Civil Service headcount and then reduce to 2019 levels.
By 2028, we need a refocused Civil Service workforce which will undertake prioritised projects through agile, skilled, and right sized teams who are delivering ‘what really matters’. We will create an environment where we are empowered, included, and recognised for who we are and what we do.
Defence Design is driving system change to unlock a more effective and productive environment which in turn will enable this change in the workforce.
Our civil servants play an essential role in delivering Defence outcomes and we hope that by utilising opportunities for process redesign, digitisation, corporate service modernisation and prioritisation that we can achieve better outcomes and accelerate the changes to our ways of working which are required to achieve a smaller, more productive and more agile civilian workforce.
