His Majesty’s Government expressed strong support for the DP World investment in London Gateway at the International Investment Summit in October. No Government funding has been offered to DP World, whose investment recognises the attractiveness of the UK as a place to develop world-class infrastructure. However, DP World stands to benefit from the Thames Freeport as the owner of London Gateway port and logistics park, part of which was designated in November 2021 as a Freeport tax site. This investment is welcome and is vital to our economic growth and in helping to protect our global supply chains.

Officials from the Department for Business and Trade engaged with DP World in advance of the International Investment Summit, on both the 10th and 13th October, to finalise communications plans surrounding their investment announcement at the Summit. Ministers also engaged with DP World as an attendee of the International Investment Summit. In relation to DP World, no benefits – financial or otherwise – have been offered, discussed, or agreed since the date specified.

From February 2023, DP World met Department officials on the progress of design and implementation of their Modal Shift incentivisation scheme at DP World’s Port of Southampton facility, which Rail officials acknowledged.
In November 2023, DP World wrote to seek an opportunity to discuss DP World’s continued investment in the UK, and reset the relationship with the Government after a period of non engagement with the Department following the P&O Ferries sackings.
More recently, last week the Department was notified of P&O Ferries’ intent to sign the Seafarers’ Charter.

Since 17 March 2022, to allow for the Department and its agencies to carry out unannounced in-service inspections of P&O Ferries vessels, or to perform operational duties where the company is the only operator on the route, there has been a total of three bookings made with P&O Ferries, at a total cost of £453. This is in addition to the expenditure given in the Answer of 18 July 2023 to Question 193953.
A review of spending did not identify any grants made to either DP World or P&O Ferries.

British International Investment's (BII) partnership with DP World is supporting the modernising and expansion of three ports in Dakar, Sokhna and Berbera, which aims to increase access to vital goods for 35 million people and add $51 billion to total trade by 2035. Since the answer of 10 July 2023 to Question 192710, no further disbursements have been made by BII. BII has no relationship with P&O Ferries, its investment partnership is solely in certain ports with DP World in Africa. There has been no other payments / funding directly from the FCDO to P&O or DP World in the period between 17 March 2022 and February 2024.

The Department for Transport has not made any payments for services nor awarded any grants directly to either P&O ferries or DP World since March 2022.
The Department has however made the final payments under the Cabinet Office’s Port Infrastructure Fund to Port of Cairnryan, owned by P&O Ferries, and to London Gateway Ltd, which is also owned by DP World. These grants were originally allocated in 2020, and no further payments are expected.
The Maritime and Coastguard Agency has made a small number of bookings and payments via their contracted travel agent which involved using P&O ferries, for official travel to perform their operational duties. The total cost of this travel was £1,113.

Ports are vital to the long-term prosperity of the African continent, yet Africa accounts for just 4 per cent of global containerised shipping volumes. British International Investment's (BII) partnership is supporting the modernising and expansion of three ports in Dakar, Sokhna and Berbera, helping to improve access to vital goods for 35 million people. By 2035, an estimated $51 billion in additional trade is forecast to pass through the ports, equivalent to 3 per cent of Senegal's and Egypt's GDP and 6 per cent of Somaliland's GDP.
In 2021, BII committed approximately $320 million to the joint venture. BII has so far disbursed $290 million, all of which has been disbursed between March 2022 to end of June 2023.

DLUHC officials met with several of the Thames Freeport partners, including a representative from DP World, on 16 May 2023 to discuss operational matters related to the delivery of customs sites within the Thames Freeport.

The Pillar 2 rules have been globally agreed and will apply to multinational and domestic companies with an annual consolidated revenue of €750 million or more. The UK is legislating Pillar 2 in the Spring Finance Bill, with implementation from accounting periods beginning on or after 31 December 2023.
The detailed application of the rules is set out in this legislation and is consistent with the internationally agreed rules.
