That this House notes Mirror Group Newspapers have commenced proceedings in the High Court against an honourable Member of this House because he called for an investigation into specific allegations of arms dealing and illicit intelligence activity; expresses concern that despite the purported enthusiasm to bring this matter before a court, as claimed by Daily Mirror leader writers, solicitors acting for Mirror Group applied in vain to a judge in chambers to delay the litigation; urges Mirror Group newspapers to make public the conclusions of the internal inquiry which recommended the dismissal of Mr Nicholas Davies, formerly Foreign Editor of the Daily Mirror; and calls for a full police investigation of all aspects of Mirrorgate.

That this House notes that following the tabling of Early Day Motion number 1284 in the last Session standing in the name of the honourable Member for Glasgow, Hillhead, the Daily Mirror has dismissed Mr Davies from his 30 years' employment with Mirror Group Newspapers; notes that Mr Davies has been shown to have pursued arms deals of considerable dimensions over several years and several continents while masquerading as a reputable British journalist; notes that Mr Davies pursued these arms deals in concert with Mr Ari Ben-Menashe who, during that period served in the Israeli Defence Forces with 'great responsibility, expertise and dedication down to the finest detail' according to the IDF testimonials dated September 1987 and now in the possession of the honourable Member for Glasgow, Hillhead; recognises that Mr Davies has now been unmasked as a brazen liar; and consequently calls upon Mr Robert Maxwell, Publisher of Mirror Group Newspapers, to immediately establish the independent inquiry into these issues, first called for in Early Day Motion number 1284 of last Session.

That this House is deeply concerned by the allegations made by the senior American journalist Seymour Hersh in his new book The Samson Option, published by Faber and Faber, that Mr. Nicholas Davies, Foreign Editor of the Daily Mirror, has been involved in substantial arms sales of Israeli equipment to Iran and other countries over the last 10 years, is a longstanding and highly-paid Israeli Intelligence asset and that he betrayed the whereabouts in a hotel in London of Mordechai Vanunu to Mossad, whereupon Vanunu was lured out of Britain to Italy, was kidnapped, drugged and returned to Israel where he is currently serving a lengthy prison sentence in solitary confinement; and therefore calls upon Mirror Group publisher Mr. Robert Maxwell immediately to appoint an independent tribunal to establish the truth or otherwise of the allegations and, if they are well founded, the extent of foreign intelligence penetration of Mirror Group newspapers.

That this House expresses concern at the disclosure in Seymour Hersh's The Samson Option, published by Messrs Faber & Faber, that the Daily Mirror and its proprietor, Mr Robert Maxwell, have maintained a close relationship with the Israeli Intelligence Service, Mossad, and specifically, that in 1983 the Foreign Editor of the Daily Mirror, Mr Nicholas Davies, entered into a business partnership with an Israeli citizen, Mr Ari Ben-Menashe, and based a company incorporated as Ora Limited at 41 Becmead Avenue, London S.E.15, and 1 Trafalgar Avenue, London S.W.16, that the company negotiated the sale of 4,000 TOW anti-tank missiles to Iran in contravention of the United Nations arms embargo then in force in 1987 and allegedly conspired in September 1986 to supply information regarding the whereabouts in London of Mr Mordechai Vanunu to the Israeli Embassy; calls on the Secretary of State for Trade and Industry to initiate inquiries to establish whether the United Nations embargo on the export of weapons to the belligerents was breached; and calls on the Secretary of State for Foreign and Commonwealth Affairs to suspend the access to confidential Foreign and Commonwealth Office briefings of Mirror Group personnel until an investigation by the appropriate authorities has been completed.
