There are no plans to establish a hotline for Members of Parliament to contact Defence Business Services officials.
Ministers are accountable for the policies, decisions and actions of their Departments. Parliamentarians have direct access to Ministers, and any information they require from the Department should be provided by Ministers.
This guidance is intended to ensure that only accurate and releasable information is provided to Parliament and that Ministers can assure themselves of that before it is released.

There are three information security courses which are mandatory for civil servants in Defence (Protecting Personal Data, Information & Knowledge Awareness and Records Management Awareness). These courses replaced the Defence Information Management Passport (DIMP) which had a three-year expiry timeframe and retired fully in early 2023. Staff who are still covered by the DIMP do not need to complete the three new security courses until their DIMP expires.
Data shows that approximately 43% of the Defence Business Services workforce have completed all of the necessary security information courses, or are still covered by the DIMP. A Civilian Mandatory Learning Review is underway to tackle a range of issues, including compliance, to ensure a higher proportion of the workforce complete their mandatory learning in future.

DBS was established in July 2011, therefore the earliest data provided is from 31 March 2012. The major changes in staff levels on 31 March 2015 and 31 March 2021 are the result of the Service Personnel and Veterans Agency (SPVA) merging with DBS on 1 April 2014, and UK Security Vetting (UKSV) leaving DBS on 1 April 2020.

What recent steps his Department has taken to relocate the Defence Business Services from Liverpool to Blackpool.
Following the closure of the Intentions Exercise on 31 March, where staff indicated their intent to either relocate or redeploy, staff have either received advanced Risk of Redundancy Letters (in the event that redeployment is not secured) or post relocation notices. The current site in Blackpool has been prepared to receive staff transferring from Liverpool and Cheadle Hulme with the first staff transferring from 5 June over a three-month period.
I would like to thank the PCS union and the staff at Defence Business Services for their work on negotiating important wins for disabled and non-mobile staff, who have been offered flexible and hybrid working as a reasonable adjustment. Not forcing staff to move without their agreement, along with the creation of a voluntary release package, is a positive step. Can the Secretary of State commit to ongoing negotiations with PCS and the Liverpool staff to keep their terms under review, to ensure that staff are given the support necessary to keep their jobs under reasonable conditions?

That this House notes the decision by the Government to close offices of Defence Business Services in Liverpool and Cheadle Hulme in order to relocate staff to a new site at Talbot Gate in Blackpool; expresses concern at the way the Government has handled the process with the decision being initially announced at Conservative Party Spring Conference this year before being formally announced on 2 August; highlights that the new site is not actually expected to be open until early 2026 with the consequence that staff will have to be temporarily based at Thornton Cleveleys once Walker House in Liverpool is closed by November 2023; further expresses concern that many of the staff affected are low paid or have caring commitments which could make it difficult to relocate or commute; highlights the knowledge and skills which would be lost if staff are made redundant or leave and the impact that could have on the delivery of services, including Veteran Services; and calls on the Government to halt the closure of the offices in Liverpool and Manchester and reconsider the decision.
