To ask the Secretary of State for Defence, what recent discussions his Department has had with representatives of (a) Welbeck College and (b) other relevant stakeholders on the future of that college with regard to the decision to end the Defence Technical Officer and Engineer Entry Scheme.
To ask the Secretary of State for Defence, what recent discussions his Department has had with representatives of (a) Welbeck College and (b) other relevant stakeholders on the future of that college with regard to the decision to end the Defence Technical Officer and Engineer Entry Scheme.
The Defence Sixth Form College at Welbeck is run as a Private Finance Initiative on behalf of the Ministry of Defence and the Department engages regularly with the Contractor and Welbeck staff over the administration of the College and education of its students. This close cooperation will continue as the College enters its last year of operation to ensure the continued provision of an excellent educational experience and facilitate appropriate support to members of staff. Work is ongoing with the Armed Services to implement the future Defence STEM Undergraduate Scheme (DSUS) which is replacing the Defence Technical Officer and Engineering Entry Scheme.
The future of the Welbeck site is part of an ongoing study to consider whether it may be required for an alternative Defence purpose. Should that not be the case it will be placed on the open market at which time discussions would take place with relevant stakeholders including the Local Authority and Partners Across Government, to seek the best possible future use of the site. It is too early to say what the outcome might be, but early market testing identified credible prospective interest from the private education sector.
To ask the Secretary of State for Defence, what assessment his Department has made of the potential merits of allowing continued public access to Welbeck College’s sporting facilities after the closure of that college.

Welbeck College has been pleased to be able to make some of its sporting facilities available for other users since it started operation in 2005. The future of the site is part of an ongoing study to consider whether it may be required for an alternative Defence purpose. Should that not be the case it will be placed on the open market at which time discussions would take place with relevant stakeholders, including the Local Authority and Partners Across Government, to seek the best possible future use of the site. It is too early to say what the outcome of the current study will be or how future use will impact on continued access to sports facilities, but early market testing identified credible prospective interest from the private education sector.
I will write to the hon. Member once a decision on next steps is made.
I am very grateful for this opportunity to raise the important matter of the future of Welbeck Defence Sixth Form College in Leicestershire. The college is in the constituency of my constituency neighbour, my hon. Friend the Member for Charnwood (Edward Argar), by a few hundred yards, but I have...

I congratulate the right hon. Lady on securing the debate. I declare an interest as a former member of the Army for 14-and-a-half years as a part-time soldier. Does she not agree that the college is a way of sowing into the future those whose career choice is the armed...

I thank the hon. Gentleman very much indeed for that intervention. I agree with him. From testimonials sent to me by former students and their families, I know how strongly they agree, too. In many cases, Welbeck has transformed their life chances. As he also says, this is about building...

Like my right hon. Friend, I, on behalf of the Defence Committee, received a number of representations from people involved with Welbeck who stressed the high quality of the service it provides. I cannot help wondering if part of the problem is that not all Welbeck graduates go into the...

I thank my right hon. Friend for his intervention. He speaks with great expertise as Chair of the Defence Committee and makes an interesting point. If I were still Secretary of State for Education, I would be thinking about the impact on my budget, but he made two broader points....

I congratulate my right hon. Friend the Member for Loughborough (Nicky Morgan) on securing the debate, and, indeed, on all her contributions and support for the college over many years. I also acknowledge the presence of the Under-Secretary of State for Justice, my hon. Friend the Member for Charnwood (Edward...

Can the Minister tell me how long it will take to determine whether the new scheme is a success? If it is found not to be a success, will it be too late to go back to a continuation of the college-based scheme?

As I said in my earlier remarks, this is effectively a five-year transition. The intake to Welbeck this year will be going into a two-year programme, which will be the last. That will give us two years, as we move to a more undergraduate-focused scheme, to get the new scheme...

I thank the Minister very much for his response. Some of these issues might well be commercially sensitive, so I wonder whether he would be willing to meet me and the Under-Secretary of State for Justice, my hon. Friend the Member for Charnwood (Edward Argar) at an appropriate point, to...

That is a perfectly reasonable request, and I would of course be delighted to meet my right hon. Friend and the Minister. I want to take this opportunity to underline the Department’s determination for the site to be utilised and not to become moribund. It is a great site, and...

To ask the Secretary of State for Defence, what value for money criteria were used to make the decision to close Welbeck College; whether that criteria will be used to assess the sustainability of the Army Foundation College Harrogate; and if he will make a statement.
To ask the Secretary of State for Defence, what value for money criteria were used to make the decision to close Welbeck College; whether that criteria will be used to assess the sustainability of the Army Foundation College Harrogate; and if he will make a statement.
A review of the Defence Technical Officer and Engineering Entry Scheme (DTOEES), which includes Welbeck Defence Sixth Form College and the Defence Technical Undergraduate Scheme, has determined that the current scheme is no longer delivering sufficient numbers to meet the Defence requirement for technical and engineer officers, nor does it demonstrate value for money, or the flexibility to meet any changes in the Ministry of Defence (MOD)'s future requirements.
The National Audit Office value for money criteria were applied robustly as part of the DTOEES review:
Economy: minimising the cost of resources used or required (inputs)
Efficiency: the relationship between the output of the service and the resources required to produce them
Effectiveness: the relationship between the intended and actual results of public spending (outcomes)
In place of the current scheme Defence will establish a new Science, Technology, Engineering and Mathematics (STEM) Graduate Inflow Scheme designed to increase the inflow of STEM undergraduates using a range of targeted financial incentives which may include scholarships, maintenance bursaries and/or payment of tuition fees. It will also recruit from universities across the UK instead of the current limited number and allow for a wider range of degree subjects to be studied, including cyber and computer-based studies.
There are no issues with the sustainability of the Army Foundation College Harrogate and there are no plans to consider its closure.

To ask the Secretary of State for Education, what funding her Department contributes annually to the cost of running Wellbeck Defence Sixth form.
To ask the Secretary of State for Education, what funding her Department contributes annually to the cost of running Wellbeck Defence Sixth form.
Welbeck Defence Sixth Form College is a private independent institution; therefore the Department for Education only contributes funding to directly support students enrolled at the institution.
In the 2015/16 academic year, the Department for Education contributed £21,434 in 16 to 19 discretionary bursary funding. Discretionary bursaries are awards made to students by institutions to help overcome the individual barriers to participation a student faces, such as help with the cost of transport, meals, books and equipment.
The Education Funding Agency’s published allocation is available online at:

The Department for Education has also contributed funding to the Ministry of Defence’s Armed Forces Bereavement Scholarship Scheme for bereaved service children.
