The far-reaching changes in this Defence Reform programme will help cut waste, boost British growth and jobs and fast track the technologies of the future into the hands of our frontline forces.
It is too early to specify the overall staffing requirements for the National Armaments Director (NAD) Group. This will be subject to refinement as planned implementation continues, and in response to operational and policy requirements as they emerge.
The NAD Group will benefit from a streamlined approach to governance overseen by a Leadership Board. This will send reports and advice to senior committees, e.g. the Ministry of Defence Executive Committee; and will receive reports and advice from supporting committees e.g. its Challenge Board, Strategy and Policy Board, and management boards of Defence Support, and of the delivery and enabling organisations: Defence Equipment and Support; Defence Digital; Defence Infrastructure Organisation; and, Defence Science and Technology Laboratories, which are now part of the collective NAD Group, and whose heads will all sit on the NAD Group Leadership Board.

I refer the hon. Member to the Written Ministerial Statement which I laid in the House on 6 January 2015 (Official Report, Column 9WS) on the sale of the Defence Support Group (DSG) land business to Babcock and signature of a 10-year contract to continue and transform the services DSG currently provides the Army. The commencement of Babcock's contract on 1 April this year will lead a business improvement programme over several years aimed at optimising the output performance of the business. Under the contract and governance arrangements, Babcock will share any estates proposals with the Ministry of Defence on a six-monthly basis. | |||||||

Any DSG estate which Babcock decides to vacate will be handed back to the Ministry of Defence (MOD), at which stage the MOD will decide the most appropriate use for that estate. This could include potential re-use for Defence purposes. However, as with the potential release of any MOD estate, the Government's targets to increase the land available for housing will be a key consideration.

Ministry of Defence (MOD) teams already monitor the performance of the Defence Support Group (DSG) Trading Fund. When Babcock, as the new owner of the DSG land business, commences operations on 1 April 2015, the MOD will review performance against a set of Key Performance Indicators and assure the quality of work on a regular basis against the agreed contractual performance measures.

There will not be an impact on the operations and value of the Defence Support Group (DSG). It was not assumed that DSG would be involved in the assembly of the Scout Specialist Vehicle, and DSG will be able to bid for the future support contract when it is competed.

The Ministry of Defence does not intend to provide any new buildings as part of the sale of the Defence Support Group. But as part of our planned drawdown from Germany there will be a requirement to provide controlled humidity environment storage facilities as part of Army 2020.

At the moment we expect all 1,973 permanent staff members employed within the land-focused Defence Support Group business to be included within the scope of sale and transferred to the new owner under the Transfer of Undertakings (Protection of Employment) Regulations. The decision to proceed with a one stage process was taken to maximise competitive tension and shorten the time scales for the transaction. The commercial considerations around the structure of the competition
