To ask the Secretary of State for Environment, Food and Rural Affairs, what steps her department are taking to ensure that the Deposit Return Scheme will be accessible for those with disabilities and limited mobility.
Defra has published an Equality Impact Assessment of the Deposit Return Scheme. Officials have worked with the Cabinet Office Disability Unit and the Government Equalities Office and with disability groups, including Disability Rights UK to learn from their experiences.
We are working with the UK Deposit Management Organisation, Exchange for Change, to share recommendations to inform the design of the scheme, including a widespread and accessible return point network making it as easy as possible for people to return their containers. The regulations enable home takeback services. We will work with industry to monitor implementation of this.

UK Government officials engaged extensively with key trade associations and representatives of the glass packaging sector both prior to and following the decision to grant a UK Internal Market Act exclusion for the Welsh Government’s Deposit Return Scheme.

Together, the Collection and Packaging Reforms – Simpler Recycling, Extended Producer Responsibility for packaging (pEPR) and a Deposit Return Scheme (DRS) – will make recycling clearer and easier, which will help to reduce contamination, better preserve material value, and help to grow demand for recyclables. This should mean more recycled material in the products we buy and should support investment in the UK recycling industry.
Under the DRS, the Deposit Management Organisation (Exchange for Change) are responsible for ensuring that material collected through the DRS is recycled. The regulations also include a “right of first refusal” that allows producers first access to purchase collected material at market value, encouraging brands to source material from the UK market to use as recycled content.

The UK Internal Market Act exclusion relating to glass bottles in scope of the Welsh Government’s Deposit Return Scheme was considered and agreed following the processes set out in the review of the UKIM Act published in 2025. The Government engaged extensively with industry and other stakeholders to carefully consider the impacts of divergence within the UK internal market.

Glass drinks containers across the UK, including in Wales, are subject to packaging Extended Producer Responsibility data reporting, disposal fees and recycling obligations. The temporary exemption from disposal fees before the Deposit Return Scheme goes live in 2027 applies to steel, aluminium, and PET plastic drinks containers.

The UK Deposit Management Organisation Ltd (UK DMO)’s board structure includes representation from a small producer.
In addition, as part of the UK DMO’s Conditions of Appointment, the DMO’s Advisory Group must include representation of small scheme producers. The DMO Board must seek the views of the Advisory Group before adopting any decision relating to matters on which the UK DMO is required to consult under the Regulations and must take those views into account in its decision making.

The UK Government did not refer the Welsh Government's proposal for a UKIM exclusion for its Deposit Return Scheme to the Office for Internal Market (OIM) for advice. As part of our commitments in the review of the UK Internal Market Act in 2025, the UK Government is working with devolved Governments to implement a system for joint referrals by all Governments to the OIM for advice, earlier in policy development and to inform the decision-making process.

Following the launch of the DRS in Wales in October 2027, glass drinks in scope of DRS sold into Wales will fall out of the packaging EPR system and no longer have household recycling fee obligations. Instead, they will be captured by the Welsh Government’s DRS regulations. PackUK is working closely with the Welsh Government to confirm processes and enable producers to report materials into the correct scheme.

The regulations set out rules requiring all grocery retailers that sell drinks that are included in the scheme to host a return point, unless they qualify for an exemption.
Retailers, including those in rural communities, will be able to apply to the deposit management organisation, Exchange for Change, for an exemption to operating a return point on their premises if they qualify under the relevant criteria. These include being in close proximity to another return point or not having suitable premises for operating a return point safely.
