To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made with Cabinet colleagues on the potential impact of the level of global climate finance that is provided through loans on indebtedness in lower income countries.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made with Cabinet colleagues on the potential impact of the level of global climate finance that is provided through loans on indebtedness in lower income countries.
The UK only provides climate finance directly to lower income countries' governments in the form of grants.
The UK also supports the Multilateral Development Banks and multilateral climate funds to provide climate finance, including through loans. These institutions have robust frameworks that explicitly take into account both the income and debt levels of countries to ensure financing is sustainable. Poorer countries and those with higher debt levels are prioritised for grants. Loans provided to lower income countries are highly concessional with grace periods and low interest rates making them far cheaper sources of funding than countries would otherwise be able to access.
The UK expects other partners to consider and assess debt sustainability in their provision of climate finance.

The UK is working with international partners to build global ambition on water security and support preparations for a successful and action-orientated 2026 UN Water Conference.
We recognise the critical importance of water security, sanitation and hygiene (WASH) for progress on health, health security, women and girls, economic growth, climate and nature and the Sustainable Development Goals, and we welcome the new Water Forward initiative launched at the World Bank Spring Meetings. We are working with Multilateral Development Banks to drive access to climate-resilient and inclusive WASH services and attract additional financial resources to the sector, including from private investors, to accelerate progress and scale up results. We will also continue to support WASH through our recently established Communities of Expertise, working with partner countries to build more resilient, sustainable and equitable health systems and support healthier lives.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps she is taking to help ensure that access to safe and good quality education for children overseas.
The UK Government is committed to promoting equal access to safe, quality and inclusive education for all children worldwide, with a particular focus on girls, children with disabilities, and those displaced due to conflict and the climate crisis. We work closely with impactful and well-coordinated multilateral channels, including the Global Partnership for Education, the World Bank, and Education Cannot Wait, to build stronger, more resilient and inclusive education systems, including in crises.
We also collaborate with partner governments in line with our modern approach to development, providing evidence on what works, as well as technical assistance and tailored support to strengthen education systems. That includes helping countries to deliver their own services more cost effectively, to ensure that marginalised children can access education and that all children can achieve foundational learning outcomes, including basic literacy and numeracy.

The Government has established a Metals Circularity Group, working collaboratively with industry and expert stakeholders, alongside the Department for Energy Security and Net Zero, the Ministry of Defence, and the Department for Environment, Food and Rural Affairs. This will examine scrap supply and trends across steel, aluminium and critical minerals, and to consider whether further policy or regulatory measures are needed.
