That this House notes that the honourable Member of Stockton South on 19th July made an allegation in the Chamber of corruption, harrassment, suppression and cover up against Cleveland County Council, identifying two county officials by name as being guilty of these charges; notes that these offences were said to have taken place from April 1988 until Summer 1995; notes that at any time during that period these allegations could have been brought to the attention of the police but were not; notes that the decision to submit these accusations to the District Auditor for investigation was taken by Mr Bruce Stevenson, Chief County Executive, immediately following their presentation to the House; notes that the District Auditor published his findings on Tuesday 17th October concluding that there is no evidence to support the allegation of corruption; notes that the Chief Executive took prompt and appropriate action upon the information given to him and that the disciplinary procedures appeal and grievance followed proper procedures with no evidence of reports being suppressed; notes that the honourable Member for Stockton South has stated on Radio Cleveland that he had hoped to make a statement in the House that day, but had found that it was procedurally unacceptable; and therefore calls upon the honourable Member for Stockton South to register his withdrawal of his accusations in proper form and to offer an apology to each party that he has maligned in such unjustified fashion.

That this House recognises readily the commendable candour displayed by the honourable Member of Stockton South in his fortnightly column published in the Stockton local supplement of the Thompson Regional Newspaper Evening Gazette Teesside Edition dated Tuesday 18th May 1993 in which he clearly states 'There have been mistakes in policy handling by Government ministers in the last years'; relentlessly asserts that 'As a Party we must do more to listen to the feelings of our electors all the time'; and fearlessly concludes 'The Government needs to demonstrate it is listening to popular concern at the moment'; congratulates the honourable Member on his very firm written assurance that 'the Government will listen and will respond'; expresses the fervent hope that the honourable Member is correct in such an optimistic assumption, particularly with regard to the recent issues of great public concern especially among the elderly and the sick over the potential commercial subversion of the trading base of sub-post offices and small pharmacists; and finally pays unqualified tribute to the honourable Member firstly for the optimism registered in his statement that the 'Government can still get to the top of the league' and secondly for the clear acknowledgement within that statement that the Government is far from that position at this present time.

That this House deplores the conduct of Government supporters engaging in practices such as the cloak and dagger approaches made by the honourable Members for Stockton South and Langbaurgh to headteachers in constituencies other than their own in calling them to 'a private meeting to discuss recent changes in legislation on 12th June between 5.30 and 7.00 in an hotel in Teesside, unidentified, where there will be a presentation by the grant maintained trust'; notes that the honourable Member for Stockton South has approached the Head of Norton School in Stockton North but ignored the Head of Bishopsgarth in his own constituency; notes too that this is unsolicited initiative activated by an experienced honourable Member of this House in deliberate contravention of its code of honour which requires honourable Members seeking 'to take up a matter that affects another honourable Member's constituency to inform that honourable Member', Madam Speaker, Official Report, column 145, 9th June 1992; agrees with Madam Speaker's hope expressed on that occasion that her admonition 'is taken to heart by every honourable Member, whether new or of long-standing'; and calls on all honourable Members to desist forthwith in the interest of maintaining the good standards of behaviour in this House that have stood the test of honour throughout the centuries.
