That is why we have announced funding to establish a new Digital Markets Unit within the Competition and Markets Authority from 2021-22. We set up the Digital Markets Taskforce in March to offer expert advice.

Government recently announced it will establish a new, pro-competition regime for digital markets. As part of this, it will set up a new Digital Markets Unit (DMU), housed in the Competition and Markets Authority.
To inform the design and implementation of the new pro-competition regime, we established the Digital Markets Taskforce. On 8 December, the Taskforce published its advice to Government, including on the DMU’s powers, the process for designating firms with strategic market status, and the code of conduct which such firms must follow. Government is carefully considering the Taskforce’s advice.
We will consult on the form and function of the DMU in early 2021, and legislate to put it on a statutory footing as soon as parliamentary time allows.

The Government is committed to ensuring that it takes an effective, pro-innovation approach to governing digital technologies.
That is why we established the Digital Markets Taskforce to advise on the potential design and implementation of pro-competitive measures in digital platform markets. The Taskforce will support the Government’s objective to ensure that digital markets work for all: to enable disruptors to challenge incumbents, to empower consumers through choice and control, to support quality services and content online, and to provide industry, especially SMEs, with fair access to digital markets to be able to grow their businesses. It will deliver its advice by the end of the year.

The Digital Markets Taskforce (the taskforce) was set up alongside the Budget in 2020. It will provide advice to the Government on the potential design and implementation of pro-competitive measures for digital platform markets.
The taskforce is a team based in the Competition and Markets Authority (CMA) and is led by a senior CMA official. It is independent of the Government and is made up of officials from:
- the CMA
- the Office of Communications (Ofcom)
- the Information Commissioner’s Office (ICO)
The work of the taskforce is ongoing and therefore there are no substantive meetings from which minutes should be published. The taskforce will provide written advice to the Government before the end of the year.
