That this House congratulates the Cardiff Business School, University of Wales, on the publication on 5th July 1993, of its report The Price of Deregulating Britain's Ports: The Socio-Economic Costs of the Dock Labour Scheme; notes that the total cost to the taxpayer of the abolition of the scheme and finance of the compensation scheme is estimated to be ??244 million, and that working dockers now face greater risk of injury and accidents as a result of inadequate health and safety provisions; and condemns the Government's short sighted transport policies of deregulation and privatisation which have so adversely affected employment and health and safety in Britain's ports.
