I am grateful for the Minister’s comprehensive response. I am sure that he is aware that tomorrow—28 February—regrettably marks the second anniversary of the disappearance and murder of my constituent, Lisa Dorrian, for which those with loyalist paramilitary connections were responsible. Her body has never been recovered. In those harrowing circumstances, what precisely can the newly appointed victims’ commissioner do for the Dorrian family?

The first thing that should happen is that the team inquiring into the events of Lisa Dorrian’s disappearance should continue, as should the police investigation. The bringing to book of whoever killed Lisa Dorrian is the prime aim.
The victims commissioner’s role is to review the support services available to victims and their families. I hope that the commissioner, when appointed, will examine what can be done to help support Lisa’s family, but also look across Northern Ireland as a whole at the services that can be provided to victims.

I understand that the Police Service Northern Ireland (PSNI) have employed a number of resources, including the PSNI underwater search unit, over the past year in the investigation into Lisa Dorrian's disappearance. This remains an on-going police investigation and my hon. Friend the Policing and Security Minister for Northern Ireland (Mr. Woodward) receives regular updates. Given the hon. Lady's interest in this case, I have asked my hon. Friend to keep her updated, within the necessary constraints given that this is an ongoing police investigation.

Will she kindly confirm that the remit of the expert will be extended to include the search for my young constituent Lisa Dorrian, who was murdered four months ago—it is believed by loyalist paramilitaries—but whose body has still not been recovered?

I have seen the young lady's parents on television and read about them in the press, and I have enormous sympathy for the trauma they have suffered. Unfortunately, I cannot satisfy the hon. Lady because the commission's remit is limited by statute to considering only cases from before April 1998. If we were to include the case of Lisa Dorrian, we would have to change primary legislation and an international agreement. However, as a ministerial team, we fully understand her parents' desire to find out what happened, and my colleagues and I, working with the responsible agencies, will do whatever we can to help them.
