The Environment Agency (EA) monitors the River Great Ouse for a range of ecological and chemical parameters, including biological and physico-chemical elements, specific pollutants and priority substances.
There are currently no designated bathing waters on the River Great Ouse. It is therefore not routinely monitored for E. coli or intestinal enterococci as part of the statutory bathing water monitoring programme. At designated bathing waters, the EA monitors these bacteria as indicators of faecal contamination and potential risks to human health. Anyone can apply to designate a bathing water and the current application window is open until 15 October 2026.

The UK Health Security Agency (UKHSA) undertakes routine monitoring of notifiable diseases and causative agents which includes E. coli. There is no evidence of Shiga-toxin producing E. coli infections linked to exposure to recreational waters at beaches in the North West.

Statistics on prisoners’ health are the responsibility of the NHS. I am informed that the figures that are collected do not indicate whether an illness or hospitalisation relates to unhygienic conditions or show the causes of illnesses linked to E-coli.
Arrangements are in place to ensure hygiene standards are maintained across the prison estate. These include regular monitoring and cleaning delivered through a combination of prisoner working parties and contracted cleaning services.

Companies use tight process controls including filtration, coagulation, chlorine disinfection, and UV/ozone treatment where appropriate, with operational responses when raw water quality deteriorates. Both raw water sources and final water are frequently monitored and tested to ensure compliance with the Water Supply (Water Quality) Regulations 2016. The acceptable concentration of E.coli is 0/100ml at customers' taps, treatment works, or reservoirs.
The Inspectorate oversees company performance through monitoring results, risk assessments, and event notifications, which drive necessary actions and investment. Our risk assessment team actively reviews water safety planning and operational measures, explicitly considering vulnerable populations including children when assessing and responding to microbial incidents.

The Environment Agency (EA) regularly samples and monitors for E.coli and Intestinal enterococci bacteria in watercourses that are officially designated as Bathing Waters. This information is available to the public, via the Swimfo website.
The EA may require water companies to take environmental samples for E. Coli and other faecal indicator organism bacteria during sewage pollution incidents which have potential to impact on bathing waters.
The EA also requires that water companies report faecal indicator concentration downstream of sites permitted to provide disinfection. All sites are required to report on E. Coli. Sites that are designated bathing waters are additionally required to report Intestinal Enterococci (I.E.). The EA reviews this reported data to check disinfection plants are meeting their design objectives.
The Independent Water Commission made a number of recommendations relating to Public Health. The Government will reply to these in their White Paper later this year.

The River Roding faces challenges from urban pressures, storm overflow discharges, surface water runoff, misconnections, and pollution incidents. These factors can contribute to elevated bacterial levels, including E. Coli, particularly during wet weather when foul and surface water systems may interact. These urban influences are factored into the Environment Agency’s overall assessment of water quality.
The Environment Agency’s routine monitoring is carried out under the requirements of the Water Framework Directive (WFD). This includes sampling for a range of chemical, ecological, and biological indicators to assess the overall health of the watercourse
During Thames Water’s improvements in PR19, there was an investigation into the Snakes Lane Combined Sewer Overflow (CSO) to look at options available to reduce spill frequency. In its final determinations for PR24 (2020-2025), Ofwat allowed Thames Water £784 million to reduce the use of storm overflows across its network. Improvement actions will include increasing treatment capacity at sewage works, providing storage for high flows, reducing flows entering the system and provision of treatment for storm overflows which are separate from the main treatment route.

In our Sport Strategy, ‘Get Active’, we set out our unapologetic ambition to build a more active nation and our vision to ensure the sector can thrive in the years ahead. Outdoor recreation on our nation’s coastline and in our rivers, lakes and canals are vital to the participation landscape.
We recognise the need for water sport participants to have access to consistent and up-to-date data about bathing water quality. DCMS is working with relevant water based National Governing Bodies and the Outdoors For All Coalition to understand the barriers to accessing and participating in green and blue spaces.
Designated bathing waters and water quality monitoring in England remain the responsibility of the Department for Environment, Food and Rural Affairs (Defra) and the Environment Agency (EA). DEFRA is a permanent member of the National Physical Activity Taskforce, which ensures that we deliver coordinated policy in this area.

The Environment Agency (EA) has deployed a real time Water Quality monitor both upstream and downstream of Fullerton storm overflow in February 2024. The real time monitor is providing data on the ammonium levels in the river Test.
Data from upstream and downstream is being collected and analysed regarding the impact on the overall water quality of the river along with other parameters such as turbidity.
The EA has confirmed that there is no requirement to monitor e-coli in this instance as the ammonium data is the key indicator of water quality that may be compromised by organic material from an anthropogenic process, entering the watercourse.

Haemolytic Uraemic Syndrome (HUS) is a notifiable disease and cases are reported on a weekly basis by the UK Health Security Agency (UKHSA). The most common type of Shiga toxin-producing E.coli associated with HUS is also a notifiable pathogen, and the number of laboratory reported cases is published on a weekly basis by UKHSA. The Food Standards Agency (FSA) and other health protection agencies undertook a thorough investigation of this outbreak linked to fresh produce, which involved the appropriate food safety enforcement authorities for each site involved. A review of food safety management systems provided reassurance that robust controls were in place. Where opportunities for improvement were identified, the FSA along with the enforcing local authorities provided risk management advice to food businesses.
Following engagement with industry trade associations to assess industry practices and approaches to risk assessment mitigation across the fresh produce sector, a multi-agency working group has been formed to review standard practices across the industry.
The UK Health Security Agency undertook a surveillance study which included a retail sampling survey of fresh produce in 2023. Early monitoring of results indicates good safety practices in the fresh produce sector with no evidence of serious public health consequences.

In August 2022 the Government launched the most ambitious plan to reduce sewage discharges from storm overflows in water company history – Storm Overflow Discharge Reduction Plan. Our strict targets will see the toughest ever crackdown on sewage spills and will require water companies to deliver the largest infrastructure programme in water company history - £56 billion capital investment over 25 years.
In the Plan, we have prioritised protecting public health at bathing waters. Overflows that are causing the most harm to public health, or the environment, will be addressed first to make the biggest difference as quickly as possible.
In the Plan, we state that water companies must significantly reduce harmful pathogens from storm overflows discharging into and near designated bathing waters, by either: applying disinfection; or reducing the frequency of discharges to meet Environment Agency spill standards by 2035.

Drinking water in England is very high quality. The Drinking Water Inspectorate is the regulator for drinking water quality, which is regulated through the Water Supply (Water Quality) Regulations 2016. These include strict standards for microbiology to protect public health from pathogens, together with a general requirement for water to be wholesome. The safety of drinking water is confirmed through regular sampling programmes, and any breaches are investigated and enforcement action taken when necessary. Water companies adopt a water safety planning approach, in line with WHO advice. Risks are identified, reported to the Inspectorate, and mitigated before they lead to any deterioration in quality or impact on consumers
Drinking water is treated in England and disinfected to protect consumers. Disinfection is highly effective against viruses and bacteria, including E. coli and staphylococcus aureus, and is not affected by anti-microbial resistance, because it relies on a different inactivation process, either using chlorine or UV disinfection.

Between 28 August and 4 September 2022, an increase in the number of presumptive Shiga toxin-producing Escherichia coli (STEC) O157 referrals to UK Health Security Agency was observed. On 10 September a cluster of cases of a specific strain of STEC O157 was confirmed through whole genomic sequencing.
All cases of illness of STEC O157 are interviewed and public health advice is given to at-risk groups to prevent onward transmission. After the results were available which confirmed an outbreak, 60 people were re-interviewed for investigation from 13 September and were notified of the outbreak. The general public were not informed of the outbreak as the suspected cause of infection was not established until the latter period of the investigation. It was therefore not possible to provide appropriate public health advice.
A report on the management and outcomes of the investigation is being prepared. A routine assessment of cross-agency incident responses and any areas for improvement to develop and implement action plans for outbreak management will be scheduled imminently. We are unable to estimate the average time between notification of an outbreak based on the results of whole genome sequencing and the provision of information to those affected and the general public. Such timings are dependent on factors including the cause of the outbreak and whether epidemiological and food tracing investigations can conclusively identify a specific implicated food and supply chain. Multi-agency investigations are initiated immediately on detection of STEC O157 outbreaks. Once the food vehicle of infection is confirmed, control measures are implemented by the Food Standards Agency in a matter of days.
