Mr. Hood: To ask the Secretary of State for Culture, Media and Sport what the outcome was of the Culture and Audiovisual Council
held in Brussels on 23 May; what the Government's stance was on the issues discussed, including their voting record; and if she will

Dr. Howells: The culture and audiovisual Council held in Brussels on 23 May discussed future EU cultural co-operation, the
preservation of digital content for future generations and proposals to revise the Directive on "Television Without Frontiers". A
lunchtime discussion addressed the role of private sector cultural sponsorship.
Resolutions were agreed by unanimity on a work plan for future EU cultural co-operation and on the importance of ensuring that
digital content is preserved so as to be accessible by future generations.
Discussions on the future of the current framework programme for cultural co-operation--Culture 2000-- were of a preliminary nature
only and there was no vote. The UK view was that the existing programme should be extended in order to allow sufficient time to
review its impact to date and to discuss its successor. The Commission has agreed to produce a report on the existing scheme by the
end of 2002 and will also put forward a number of proposals for further discussion.
All delegations agreed that the review of the "Television Without Frontiers" Directive should be preceded by detailed debate and
reflection and the Commission agreed to produce a work programme by the end of 2002. There was no formal vote. The priority for the
UK will be to ensure that discussions on the review of the Directive take into account the provisions outlined in the draft
communications bill, published by my Department earlier this month.
The lunchtime discussion reiterated the importance of private sector cultural sponsorship and it was agreed that Member States
should discuss ways of sharing experiences and agreeing best practice. This was an informal discussion and there was no vote. The UK
fully supported the outcome of the debate.

Dr. Howells: [holding answer 21 May 2002]: No Minister from the Scottish Executive was present at the EU Council of Ministers
meeting on cultural and audiovisual matters on 23 May 2002. Ministers from the devolved Administrations have attended Council
meetings in the past and are welcome to do so in future. My officials have consulted their counterparts in the devolved
Administrations on a number of agenda items and have provided copies of relevant papers.

Mr. Hood: To ask the Secretary of State for Culture, Media and Sport what the outcome was of the Culture and Audio Council held in
Brussels on 5 November; what the Government's stance was on each issue discussed, including its voting record; and if she will make

Dr. Howells: My right hon. and noble Friend the Minister of State for the Arts represented the UK at the Culture and Audiovisual
Council.
The Commission presented a communication on the legal aspects of film and audiovisual works which clarified the application of state
aid rules in the film and audiovisual sector, and proposed further studies on the legal deposit of audiovisual works, registration
of films and a rights-holders database. The Commission also presented a communication on the application of rules on state aids to
public service broadcasting which clarified what the Commission expects of member states.
Resolutions were adopted on: encouraging the development of the EU audiovisual sector; the role of culture in a knowledge society,
including the need to take advantage of new technologies to increase access to the EU's cultural heritage; a report on the
exportation of cultural goods and the return of cultural objects unlawfully removed from a member state; and the role of culture in
the development of the European Union.
During a public debate on the role of culture in European development the UK emphasised the importance of culture in promoting
social inclusion, cultural diversity and community cohesion, and reinforced the significant economic impact of the creative
industries.

Mr. Casale: To ask the Secretary of State for Culture, Media and Sport what was the outcome of the Culture Council held in Brussels
on 16 May; and if he will make a statement. [122767]
Mr. Alan Howarth: I represented the United Kingdom at the EU Culture Council on 16 May. The Council held a useful exchange of views
on the objectives and proposed approach to the MEDIA PLUS programme, the aim of which will be to strengthen the competitiveness of
the European audiovisual industry. The Council and the member states adopted Conclusions on principles and guidelines for the
Community's audiovisual policy in the digital age. The Council also adopted a Resolution on the conservation and enhancement of the
European cinema heritage.
The Portuguese Presidency presented a report on cultural diversity in the new international environment and on a recent seminar on
digital radio, as well as Presidency conclusions on the value of cultural statistics. The French and Portuguese delegations informed
the Council of their nominees to serve on the selection panel for the European Capital of Culture 2005.
In the margins of the meeting I had useful discussions with the new French Minister of Culture, in advance of the forthcoming French
Presidency of the EU, and with Commissioner Reding.

Mr. Alan Howarth: I represented the United Kingdom at the Culture/Audiovisual Council held in Brussels on 23 November. The
Presidency reported on the ongoing conciliation process for the Culture 2000 programme. The Council agreed a Resolution on the
promotion of the free movement of persons working in the cultural sector. The Commission will carry out a study on the obstacles to
free movement, and the results will be presented at the beginning of the French Presidency. The Council agreed conclusions on the
cultural industries and employment in Europe. There was some discussion of the successor programme to MEDIA II and we now await the
Commission's proposals for this, which are expected shortly. The Council adopted conclusions on the protection of minors in the
context of development in digital audiovisual services. These encourage the parties concerned, (manufacturers, broadcasters and
operators), to co-operate in considering ways of evaluating and rating audiovisual content in order to assist parents in the
protection of minors. Several cultural initiatives carried out by member states in support of reconciliation in Kosovo were also
announced.

Mr. Chris Smith: My hon. Friend the Minister for the Arts represented the United Kingdom at the Culture/Audiovisual Council held in
Luxembourg on 28 June. The Council agreed a Common Position on the Culture 2000 funding programme. A Council Resolution on
integrating history into the Community's cultural action was agreed, as was a decision on the appointment by the Council of the
members of the selection panel for the Community action concerning the European Capital of Culture. There was an exchange of views
on the cultural dimension of the Kosovo conflict. On audiovisual matters, Council conclusions on convergence and self-regulation in
the media were agreed.

Mr. Alan Howarth: I will ensure that a copy of Jorge Semprun's Weimar speech is placed in the Libraries of the House. The meeting in
Weimar underlined to those present the benefits which can accrue from learning the lessons of history and using culture as a means
towards better mutual understanding between the peoples of Europe. Following the meeting in Weimar, the German Presidency presented
a draft Council Resolution on integrating history into the European Community's cultural action. The Resolution was agreed
unanimously at the Culture/Audiovisual Council in Luxembourg on 28 June, and a copy will be placed in the Libraries of the House
when the final text is available.

meetings at Weimar on cultural and audiovisual issues, in respect of (i) European identity and history, (ii) self-regulation of the
media, (iii) the Culture 2000 programme and (iv) the Commission Green Paper on Convergence. [86364]
Mr. Alan Howarth: This was an informal meeting of EU Culture Ministers, with no formal agenda or conclusions. There was a
wide-ranging exchange of views on these and other subjects. On the Culture 2000 programme, I indicated the UK's desire to agree a
Common Position at the formal Culture/Audiovisual Council on 28 June. That Council will also consider draft conclusions on
convergence and self-regulation in the media. I drew attention to a number of features which are common to both, noting in
particular that self-regulation can be expected to make an important and complementary contribution to state regulation in the light
of future digital media developments. The discussion on European identity and history focused on a presentation from the Spanish
writer and former Minister of Culture, Jorge Semprun.

Ms Christine Russell: To ask the Secretary of State for Culture, Media and Sport if he will make a statement on the outcome of the
EU Culture Council on 17 November. [61130]
Janet Anderson: EU Ministers responsible for cultural and audiovisual issues met on 17 November 1998 in Brussels.
Ministers agreed to extend the funding programmes for the arts, Kaleidoscope, and for literature, Ariane, to 1999. From January
2000, a new single framework programme for culture, entitled Culture 2000, will replace the existing programmes, such as
Kaleidoscope and Ariane, as well as Raphael, which covers heritage issues, and a range of other cultural actions. Culture 2000 will
enable not only co-operation within traditional sectors, but also cross-sectoral co-operation to take place. Ministers agreed a
Common Position, subject to final agreement by the Netherlands, which will now be considered by the European Parliament.
Ministers also adopted a Resolution highlighting the important role of public service broadcasting in the digital era, and discussed
other issues, including cross-border fixed book price agreements, statistics concerning the audiovisual and related sectors, and the
convergence of the telecommunications, media and information technology sectors.
