Angus Robertson: To ask the Secretary of State for Trade and Industry for what reason no devolved Administration Minister attended
the 2417 European Union Council of Ministers (Research) meeting on 11 March; which suggestions and matters of concern from the
Scottish Executive were raised in their absence by the UK Government delegation; and what information and evidence was provided by
her Department to enable effective post-council scrutiny by the European Committee of the Scottish Parliament. [51730]
Ms Hewitt: There was no requirement for a devolved Administration Minister to attend the Council of Ministers research meeting on 11
March. No suggestions or matters of concern from the Scottish Executive were raised in their absence by the UK Government
delegation. In developing the UK Government's position on European research issues, the Office of Science and Technology regularly
consults the devolved Administrations. It is the responsibility of the European Committee of the Scottish Parliament to scrutinise
the Scottish Executive's involvement in EU Council meetings. These arrangements are a matter for the Committee and the Scottish
Executive. My Department provides information to Scottish Executive officials as part of that process.

Ms Hewitt: The Research Council of 11 March 2002:
1. Held an orientation debate on the rules of participation and the specific programmes for the Sixth EU Research Framework
Programme 2002-06 and Sixth EURATOM Framework Programme 2002-06.
2. Received an oral presentation by the commission on its proposal for a negotiating mandate to discuss a framework agreement with
the European Space Agency.
3. Received an oral presentation by the commission on its proposal to amend the negotiating mandate on the legal aspects of a
possible ITER (International Thermonuclear Experimental Reactor), in order to include possible site offers for ITER in Europe and
cost sharing provisions.
4. Received a presentation by the commission of its proposed action plan for Biotechnology and Life Sciences in Europe.
5. Under other business, the commission gave a brief update on the work of the expert group on bioterrorism.
6. There were no votes at this council.

Ms Hewitt: [holding answer 4 March 2002]: My noble Friend the Minister for Science normally attends Research European Union Council
of Ministers meetings for the UK. A Scottish Executive Minister will not be a member of the UK delegation to the Research Council
meeting on 11 March. It is the responsibility of the European Committee of the Scottish Parliament to scrutinise the Scottish
Executive's involvement in preparations for EU Council meetings. These arrangements are a matter for the Committee and the Scottish
Executive. My Department provides information to Scottish Executive officials as part of that process. In developing the UK
Government's position on European research issues, the Office of Science and Technology regularly consults the devolved
administrations.

1. Reached unanimous political agreement on the Sixth EU Research and Development Framework Programme 2002-06, with an overall
budget of euro 16.27 billion.
2. Reached unanimous political agreement on the Sixth EURATOM Research and Development Framework Programme 2002-06, with an overall
budget of euro 1.23 billion.
3. Adopted a Resolution concerning the promotion of mobility for researchers in the European Research Area.
4. Received a presentation by the Commission on its Action Plan on Science and Society.
5. Adopted conclusions in relation to the promotion of closer links between the EU and the European Space Agency (ESA).
6. Received a short oral report from the Commission on its development of a Life Sciences and Biotechnology strategy.

Mr. Hood: To ask the Secretary of State for Trade and Industry what the outcome of the Research Council held in Brussels on 30
October was; what the Government's stance on each issue discussed, including their voting record was; and if she will make a

Ms Hewitt: The Research Council which was held in Luxembourg on 30 October:
1. Held a general debate on Commission proposals for the next EU Research and Development Framework Programme 2002-06, including the
proposed new funding instruments, and the next EURATOM Research and Development Framework Programme 2002-06. The Government
reiterated their support for a focused programme, aimed at achieving added value through European co-operation, and for improving
the efficiency of financial arrangements. The Council agreed to set up an expert working group to examine the future development of
research on nuclear fusion.
2. Adopted Council conclusions on the possible application of Article 169 concerning the voluntary networking of national
programmes.
3. Received a presentation from the Commission of its Communication on the regional dimension of the European Research Area.
4. Received a presentation by the Commission on a draft European Community action plan on the Global Monitoring of Environmental
Security (GMES) satellite initiative. The Government welcomed the emphasis on users' needs in the proposed action plan, but
underlined the risks of a potential overlap with the Common Foreign and Security Policy (CFSP).
5. Received information from the Commission on the networking of member states' activities in the field of therapeutic AIDS trials.
6. Under Other Business, the Council agreed in principle a proposal by the Belgian presidency to set up an expert group of member
states' representatives to examine the scope for co-operation in research aimed at countering bio-terrorism.
7. No votes were taken at the Council.

Ms Hewitt: The Research Council of 26 June:
1. Held an orientation debate on Commission proposals for the next EU Research and Development Framework Programme. Subsequently the
Council adopted conclusions inviting COREPER to pursue its examination of all outstanding issues with a view to enabling the Council
to reach a common position as soon as possible. The Council also invited the Commission to provide further clarification on a number
of elements of the proposals, including research in support of Community policies and the application of new funding mechanisms.
2. Adopted a Resolution on Science and Society and conclusions on Research Infrastructures.
3. Received progress reports from the Commission on the benchmarking of national research policies, the mobility of researchers and
the international dimension of the next Framework Programme.
4. Received a progress report from the Commission on the production of a comprehensive inventory of research into Transmissible
Spongiform Encephalopathies.
5. Received a progress report from the Commission on strategic initiatives in biotechnology, on which the Commission plan to issue a
communication by the end of the year.
6. Under other business, received a progress report from the Commission on the Global Monitoring on Environment and Security
satellite system (GMES).

Ms Hewitt: I am pleased to report that the Council of 16 November: Received presentations from the Commission on its recent
Innovation and European Research Area Communications, and after an exchange of views adopted a Resolution which endorses the
approach outlined in the latter. Adopted a Resolution on the Commission Communication "Europe and Space: turning to a new chapter".
Approved a negotiating mandate for the Commission, on a legal entity for the construction of the International Thermonuclear
Experimental Reactor (ITER), subject to any future decision to build one. Discussed the links between Science and Society. Under
Other Business, the Council received information from the Presidency on a mechanism for independent scientific advice to the
European Institutions, policy for a European approach to therapeutic trials concerning AIDS, and Alpha Galileo, an internet-based
press centre for European science, engineering and technology.

Mr. Byers: I am pleased to report that the Council of 15 June:
1. Debated the future of the Information and Knowledge Society, underlining the importance of research policy, social inclusiveness
and the interconnection of high speed electronic research networks.
2. Adopted a Resolution on establishing an European area of research and innovation.
3. Adopted Presidency Conclusions concerning funding for life science infrastructures.
4. Received information from the Commission on progress on the joint ESA-EU strategy for space, and from the Presidency and
Commission on international co-operation.
5. Under Other Business, the Council received information from the Presidency on discussions regarding marine science, and heard an
intervention from Germany on the question of authorisation procedures for the release of genetically modified organisms.
The Council also discussed the future of fusion research spending.

1. Concluded bilateral scientific and technological co-operation agreements with Argentina and China and approved a decision to sign
a similar agreement with Russia;

3. Adopted a Resolution on developing a coherent European space strategy;
4. Adopted Conclusions concerning waste management and decommissioning obsolete nuclear installations of the Joint Research Centre
(JRC);
5. Adopted a Decision approving a supplementary programme for the High Flux Reactor at Petten in the Netherlands;
6. Received information from the Commission on the implementation of the Fourth and Fifth Framework Programmes including the
participation of associated CEECs and Cyprus, on women and science in light of the recent European Technology Assessment Network
(ETAN) report and from the Presidency and the Commission on the ASEM Ministerial Conference of 14-15 October 1999. There was also a
discussion on the possible co-ordination of various member states' "Science Week" activities with a European Science Week.

Mr. Rammell: To ask the Secretary of State for Trade and Industry what was the outcome of the Research Council held in Brussels on
20 May; and if he will make a statement. [85358]
Mr. Battle: The Research Council of 20 May:
1. Agreed decisions on the association of applicant countries (CCEE and Cyprus) with the Fifth Framework programme for European
Research and Technological Development.
2. Adopted a resolution on "Women and Science: Mobilising women to enrich European research".
3. Received information from the Commission on the competitiveness of European enterprises in the face of globalisation and on its
views on the decommissioning of the Joint Research Centre's obsolete nuclear facilities, and from the Presidency on scientific and
technical co-operation with the Mediterranean partner countries.
After the formal council meeting, the Presidency held informal discussions, in which Ministers were joined by invited experts, on
issues concerning future European research policy.

Mr. Byers: [holding answer 18 May 1999]: The agenda for the formal session of EU Research Council on 20 May consists of:
1. Approval of the adoption of decisions concerning the association of applicant countries (CCEE and Cyprus) with the Fifth
Framework Programme for European Research and Technological Development.
2. Consideration of a draft Council Resolution on "Women and Science: Mobilising women to enrich European research".
3. Any Other Business: (a) the Commission will provide information on the competitiveness of European enterprises in the face of
globalisation, with regard to action to be taken on its Communication. (b) the Presidency will provide information on scientific and
technical co-operation with the Mediterranean partner countries. (c) the Commission will provide information on decommissioning of
the Joint Research Centre's obsolete nuclear facilities.
There will also be an informal afternoon session at which the Presidency aims to stimulate a wide-ranging debate on the future of
European research. Ministers will be joined by seven representatives of industry and academia who will speak briefly on key issues
in European research.
