Mr. Sheerman: To ask the Secretary of State for Education and Skills if she will make a statement on the outcome of the EU Education and Youth Council held on 30 May. [59708] Mr. Ivan Lewis: I attended the Education session of this council. Jane Davidson, Minister for Education and Lifelong Learning in the National Assembly for Wales, attended the Youth session. The Council held a detailed discussion on the follow-up to the Barcelona European Council which took place in March 2002, focusing in particular on the areas of: vocational training; foreign languages and European citizenship; organisational measures; and quality assurance. A draft Council Resolution on lifelong learning was agreed without debate and political agreement was reached on a proposal for a decision of the European Parliament and of the council establishing the European Year of Education through Sport 2004. Ministers also gave political agreement to a proposal for a council decision amending Decision 1999/311/EC adopting the third phase of the trans-European co-operation scheme for higher education (Tempus III) (2000-2006). The council received information from the Commission on a proposal for a decision of the European Parliament and of the council amending Decision No. 253/2000/EC establishing the second phase of the Community action programme in the field of education "Socrates". A report on the outcome of the Summit of Heads of State or Government of the European Union and Latin America, held in Madrid on 17 and 18 May, was presented by the Presidency. In the Youth session, the council agreed a draft Resolution on the framework of European co-operation in the youth field. This Resolution will take forward action to implement the proposals within the European Commission's White Paper "A New Impetus for European Youth". Discussion followed on youth participation in society, which is the priority theme of the White Paper. Ministers confirmed the importance of this theme. The council received information from the Commission on the need to submit proposals in the next year for a new European Youth Programme to succeed the existing programme which is due to finish in 2006. The Presidency also presented a report on the actions it had taken since January 2002 to progress the youth agenda. A copy of the council minutes will be placed in the Library in due course.

Mr. Connarty: To ask the Secretary of State for Education and Skills what the outcome was of the Education and Youth Council held in Brussels on 14 February; what the Government's position was on the issues discussed, including its voting record; and if she will make a statement. [37298] Mr. Ivan Lewis: I represented the UK at the Education and Youth Council on 14 February. The Council adopted a detailed work programme, setting out priority areas in educational policy for exchanging good practice and cooperative working between member states. The priorities follow on from the report on "Concrete Future Objectives of Education and Training Systems" presented to the Stockholm European Council in March 2001. The detailed work programme was adopted with little debate, and will be presented to the Barcelona European Council in March 2002. The Council received information from the Commission on: its communication to the Barcelona European Council `The Lisbon Strategy--making change happen'; its newly-published action plan on skills and mobility; and its proposal to extend the TEMPUS programme to include countries that border the Mediterranean. The Council discussed the Commission's communication on "Making' a European Area of Lifelong Learning". The UK supported the communication's practical proposals, and its commitment to maintaining the focus on the goals agreed at the Lisbon European Council in March 2000. I stressed the need to ensure coherence between the various strands of European level work in this area in order to support member states effectively in developing their lifelong learning policies. The Council debated the Commission's white paper "A new impetus for European Youth" and adopted conclusions that stress the need to include the youth dimension in national and European policies, the need to reach out and include young people, and the need to ensure that cooperation at European level is flexible and respects national diversity. The UK emphasised the need to clarify the processes for taking forward this work at European level. We recognise the benefits of learning from other countries in this area and the need to include and consult all young people, including the most disengaged, to ensure that relevant policies meet their needs and aspirations as far as possible. A copy of the council minutes will be placed in the Library in due course.

[20363] Margaret Hodge: I represented the UK at the morning (Education) session of this Council meeting; John Denham (Minister for Children and Young People) and Jane Davidson AM (Minister for Education and Lifelong Learning in Wales) represented the UK at the afternoon (Youth) session. Education The Council discussed the follow-up to the report on "Concrete Future Objectives of Education and Training Systems" (presented to the Stockholm European Council in March 2001) and adopted Conclusions setting out a number of principles concerning follow-up as well as a proposal timetable for taking work forward. The UK supported these principles, stressing the need for a coherent approach to work in this and other fields such as lifelong learning. The Council also discussed co-operation with third countries in the field of higher education, in the context of a Communication from the Commission on that subject. Ministers adopted without debate a "Resolution on the promotion of linguistic diversity and language learning in the framework of the implementation of the objectives of the European Year of Languages 2001"; and an "Opinion concerning education and training issues in the proposal for a Council decision on guidelines for member states' employment policies for 2002". The Council received information from the Commission on its Communication "Making a European Area of Lifelong Learning a Reality"; and on the proposal for a "Decision of the European Parliament and of the Council on establishing the European Year of Education through Sport 2004". Youth The Council discussed the recently adopted Commission White Paper "A New Impetus for European Youth." Given the very short time scale since its publication on 21 November 2001, Ministers offered only an initial view of its content. The UK supported the generally positive response to the proposals in the White Paper and endorsed the suggested open method of co-operation as being an appropriate way of taking the policy forward. Ministers adopted without debate a "Resolution on the added value of voluntary activity for young people in the context of the development of Community action on youth." The Council received information from the Commission on the Evaluation Report of "Youth for Europe" and "European Voluntary Service" Community programmes for the period 1995 to 1999, and from the German delegation on the European Conference "Youth for Tolerance and Democracy" held in Berlin from 21 to 23 October 2001. [158751] Mr. Wicks: [holding answer 24 April 2001]: The outcome of the Education and Youth Council was reported in the answer given by the Under Secretary of State for Education and Employment, my hon. Friend the Member for North Swindon (Mr. Wills) on 14 November 2000, Official Report, column 601W. In respect of the particular issues the hon. Member raises, further information is as follows: a) The Social Agenda: the Council adopted an opinion on "the Social Policy Agenda" to forward to the Employment and Social Policy Council. This opinion welcomed, inter alia, that the Social Policy Agenda accepted the role of education and lifelong learning in the preparation and adaptation of the labour market. An Explanatory Memorandum on the European Social Agenda was deposited in the Library on 19 December 2000; b) The Blois seminar: this item was included on the agenda as an information point. The Council was informed by the Presidency of the outcome of the seminar held in Blois from 13 to 15 October 2000 on the topic "learning the history of Europe". No discussion took place; c) Young People and Europe: an open debate, as part of the Commission's consultation process to develop a White Paper on the future youth policy. The Council agreed the importance of involving young people at European level and the need to create opportunities to consult with young people at national and European level; d) The Youth Programme: the Commission informed the Council of the adoption and implementation of the Youth Programme to run for seven years from 2000 to 2006. The Council Decision establishing the Youth Community Action Programme was recorded in the Official Journal of the European Communities, L117, of 18 May 2000; e) Social Inclusion of Young People: the Council adopted a resolution that recognised the distinctive position of young people. It encouraged member states to develop young people's social inclusion and to improve their social and economic situation. The Council Resolution was recorded in the Official Journal of the European Communities, C374, of the 28 December 2000; f) Measures to combat racism in the young: the Council took note of a German statement on the need to tackle the problem of racism and xenophobia among young people. Mr. Hood: To ask the Secretary of State for Education and Employment what the outcome was of the Employment and Youth Council held in Brussels on 12 February; and if he will make a statement. [150525] Mr. Wicks: Nicol Stephen MSP, Minister for Higher Education, represented the UK at the Council of EU Education Ministers in Brussels on 12 February. Education Ministers adopted a report on the concrete future objectives of education and training systems, which will be presented to the Stockholm European Council on 23 and 24 March. The report will also be submitted to the European Parliament for information. There will be a discussion about the work programme arising from the report at the next Education Council meeting in May. There was a discussion on strategies for lifelong learning, which included consideration of the Commission's memorandum on lifelong learning and the implementation of the lifelong learning aspects of the 2001 employment guidelines. It was noted that member states were currently in the process of undertaking national consultations on the memorandum on lifelong learning and that the Commission will draw up an action plan, based on the responses from member states, for discussion by the Council on 29 November. Ministers received reports from the Commission on: the evaluation report on the first phase of the Community action programme, Leonardo da Vinci; progress on the European Year of Languages 2001; and the opening of the third phase of the trans-European co-operation scheme for higher education (Tempus III) to the Federal Republic of Yugoslavia. The Presidency also provided information on the informal conference of Ministers of Education and Research, which will take place in Uppsala on 1-3 March.

Mr. Hood: To ask the Secretary of State for Education and Employment what was the outcome of the Education/ Youth Council held in Luxembourg on 9 November; and if he will make a statement. [138396] Mr. Wills: Jane Davidson AM, Minister for Education and Lifelong Learning and I represented the UK at the Council of EC Education/Youth Ministers in Brussels on 9 November. Education Ministers gave political approval to a common position on a recommendation on mobility within the Community for students, persons undergoing training, volunteers, teachers and instructors. Political approval was also given to a Mixed Resolution containing a Mobility Action Plan. The Plan sets out a number of measures, which member states can select from according to national circumstances, to promote the mobility of teachers, academics, students and volunteers across Europe. Ministers discussed a preliminary draft report on the future objectives of education systems. Council agreed that the report, which is to be presented by the Education Ministers to the Stockholm European Council in spring 2001, should aim to identify objectives and priorities common to education systems within member states and facilitate the sharing of information and exchange of good and best practice at a national level. The Council adopted two opinions for the Employment and Social Policy Council on the Social Policy Agenda and draft employment guidelines. Ministers received reports from the Commission and Presidency on: the conclusions of the Leiden seminar, organised by the Netherlands and French Presidency, on open methods of co-ordination and benchmarking of European education systems; follow up to the meeting of the EU and Latin American Ministers for Higher Education in Paris on 3 November; a memorandum on life-long learning; progress reached in the implementation of the European Year of Languages 2001; the renewal of the United States--Canada--EU co-operation agreements in the field of education and training and; the outcome of the Blois seminar entitled "Learn the history of Europe". Youth Ministers held an open debate on the follow-up measures which should be taken following earlier consultations with young people in Europe. Council agreed the importance of involving young people at European level and the need to create regular opportunities for consulting with young people-- including those not affiliated to recognised youth networks--at both national and European level. The debate was part of the Commission's consultation process linked to developing a White Paper on the future of youth policy. Ministers received information from the Commission on the implementation of the Youth Programme and adopted a resolution on the social inclusion of young people. The Presidency and the Commission raised the issue of the potential dangers facing young sportsmen and women through over-training, drug abuse and commercial exploitation. The Commission urged the Council to consider taking action to tackle this. The Council heard a report from the German delegation on the need to tackle the problem of racism and xenophobia among young people. Mr. Hood: To ask the Secretary of State for Education and Employment what was the outcome of the Youth Council held in Brussels on 23 November; and if he will make a statement. [99846] Mr. Wills: The European Commission presented its future approach to youth affairs on which there was an exchange of views. The Commission also summarised progress on its proposal for Recommendations concerning the application of Community law in the field of mobility of students, trainees, young volunteers, teachers and instructors. The Presidency gave a progress report on the proposal for a Decision of the European Parliament and of the Council establishing the Community action programme for youth. Following discussion, the Presidency concluded that conciliation would take place during the Portuguese Presidency. All the European Parliament's second reading amendments, including the budget for the programme, would be carefully considered. The Council agreed the text of its Resolution on the non-formal education dimension of sporting activities in the European Community Youth programmes. The Resolution is a mixed Resolution of the Council and Ministers of the member states meeting in the Council{1}, and will be adopted at a future Council of Ministers. The Commission's view that this should only be a Council Resolution would be noted. The draft conclusions on the implementation of measures to combat child sex tourism were presented by the Presidency which also summarised youth activities which it had organised during its Presidency. {1} The Resolution acknowledges that sport is one of way of working with young people. However, whilst the Community has competence for co-ordination in the field of youth, sports policy remains the competence of member states. The mixed Resolution therefore reflects this difference in competence.

Mr. Trickett: To ask the Secretary of State for Education and Employment if he will make a statement on the outcome of the Youth Council on 28 October. [17246] Dr. Howells: I attended a useful Council discussion about the prospects for Community action on youth beyond 1999. Debate focused on a Commission non-paper suggesting that there should be a single programme integrating the best elements of Youth for Europe III and the European Voluntary Service for Young People. The latter has yet to be adopted but is being "trialled" in what the Commission have described as a pilot programme in 1996 and 1997. Member States confirmed their attachment to an active youth policy at Community level. The Commission's proposal to establish a European Voluntary Service for Young People from 1998 was also discussed. The UK maintained a Parliamentary scrutiny reserve but there was broad concensus on the text of the proposal. The budget had been a particular area of difficulty for the UK. Although we firmly support the concept of a voluntary service for young people, we considered that expenditure at the level that had been proposed (60 million ecu over two years) would be excessive in the early stages of an activity that is relatively undeveloped in some Member States. After discussion agreement to a figure of 35 million ecu over two years was secured. Subject to the UK scrutiny reserve being lifted, the common position reached at Council will be formally adopted and conveyed to the European Parliament as part of the co-decision process. The Council also adopted a statement in the context of the European Year Against racism, stressing the importance of informal education to promote the principles of tolerance and respect for other people; and welcoming initiatives by the member states and the Commission to enable young people and those working with them to counter racism. Finally, the Council adopted a statement expressing concern about the difficult situation of many young Europeans in the context of high unemployment; welcoming the emphasis on the fight against youth unemployment; and calling for the adoption of concrete and effective measures in favour of young Europeans at the European Council on 21 November.
