The Cabinet Office has used the HMG Crown Commercial Services (CCS) RM6251 Energy Supply Framework (Additional Services) with EDF for offsetting GBNI related emissions.
CCS has no involvement in the contract beyond providing the framework. The Cabinet Office does not hold details of EDF’s activities or locations under the Energy Supply Framework.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 13 February 2025 to Question 29022 on Ministers: Aviation, how that carbon offsetting is calculated; and if he will publish the contract with EDF.
Carbon offsetting is calculated by determining the total tonnes of carbon dioxide equivalent (tCO2e) emissions that need to be offset. This amount is then multiplied by the cost per tonne of CO2e for the specific offsets being purchased, such as Certified Emissions Reduction offsets. The final cost can vary based on market conditions at the time of purchase.

Carbon offsetting costs are determined by the tonnes of carbon dioxide equivalent (tCO2e) that are being offset, multiplied by the cost per tonne of CO2e from the Certified Emissions Reduction offsets provided by EDF under the framework contract. These costs can fluctuate based on the timing of purchase, as market trading demands affect the price.
The calculation metric used indicates that 1 kilogram of aviation fuel burned results in approximately 3.15 kilograms of CO2 emitted.

Hinkley Point C (HPC) is not a Government project and its financing is a matter for EDF and its shareholders. The Department engages regularly with EDF on HPC’s progress and related matters. Officials were aware the HPC were likely to make an update to cost and schedule in advance, with the precise details only being shared at the time of publication.

The UK has met with a range of international partners to discuss the situation in Niger since the military takeover on 26 July. We continue to use our diplomatic presence to engage with ECOWAS (Economic Community of West African States), its member states and other key African partners to encourage a regionally led, peaceful outcome to the crisis. To our knowledge, EDF (Électricité de France) has not requested a meeting with FCDO to discuss Niger, although we do regularly engage with French Government counterparts.

The delivery of Hinkley Point C is a matter for EDF and its co-developer CGN. Any additional costs incurred during construction are the responsibility of EDF and its partners and will not fall on taxpayers and consumers.
For Sizewell C, following the Government investment into the project in November 2022 to become a project shareholder, project development is ongoing with EDF and the project company. Details of these developments are commercially sensitive.

The Government, the Low Carbon Contract Company (LCCC) and EDF maintain regular contact on the Hinkley Point C Contract for Difference (CfD).
In their role as counterparty to the CfD, the LCCC have recognised that COVID-19 is capable of being a Force Majeure event and discussions on this are ongoing.
HPC is a private, developer-led project and any cost overruns during construction are borne by the developer.

The continued operation, or closure, of any UK nuclear power station is a decision for EDF (the stations’ owner and operator) and the independent nuclear regulator, the Office for Nuclear Regulation (the ONR), based on safety and commercial considerations. The Department is in regular communication with EDF and the ONR but has not written regarding the extension of nuclear power stations.

The continued operation of any UK nuclear power station is a decision for EDF (the stations’ owner and operator) and the independent nuclear regulator, the Office for Nuclear Regulation (ONR), based on safety and commercial considerations. The Department is in regular communication with EDF and the ONR. Security of electricity supply is secured through the Capacity Market which provides capacity with the right incentives to deliver when needed.
