Mr. Hood: To ask the Chancellor of the Exchequer what the outcome was of the Budget Council held in Brussels on 23 and 24 November;
and if he will make a statement. [140782]
Miss Melanie Johnson: The Budget Council gave its second reading to the Draft EC Budget for 2001 on 23 and 24 November. This was
consistent with UK objectives. Council was firmly against any reopening of the financial perspective agreed at Berlin. The Council
fully respects the EU's obligations with respect to needs in Serbia, and it is clear that the EU's share of reconstruction activity
in Serbia can be met without revising the financial perspective ceiling.

Mr. Hood: To ask the Chancellor of the Exchequer what was the outcome of the Budget Council held in Brussels on 24 November; and if
he will make a statement. [61650]
Ms Hewitt: On 24 November, the Budget Council gave its second reading of the draft 1999 EC budget setting commitments at some 97
billion euros (£67 billion) and payments at 85 billion euros (£59 billion). This represents an increase of some 6.6 per cent. in
commitments and 2.5 per cent. in payments compared to the 1998 budget, almost all of which is accounted for by unavoidable increases
in structural funds appropriations required under the terms of the Edinburgh agreement of 1992. The Council's second reading leaves
a margin of some 6.4 billion euros below the ceiling on the financial perspectives. A detailed description of the Council's second
reading of the budget is given in an explanatory memorandum which the Government are submitting to the Select Committee on Europe.

Mr. Timms: To ask the Chancellor of the Exchequer if he will make a statement on the outcome of the Budget Council. [18812]
Mrs. Liddell: I attended a meeting of the Budget Council yesterday to consider the Council's second reading of the 1998 EC draft
budget. As a result, the level of payments in the draft budget has been reduced by approximately 1,1000 million ecu from the
European Parliament's first reading. This represents an increase of approximately 1.4 per cent. over the 1997 EC budget, compared
with 2.7 per cent. following the Parliament's first reading. The draft budget as amended will now be transmitted to the European
Parliament, which will adopt the final budget for 1998 at its second reading in December.
