To ask the Secretary of State for Defence, whether UK defence forces will participate in EU Battlegroups in 2019-20.
Subject to a deal on the EU Withdrawal Agreement, the UK will be able to continue to participate in certain EU missions and operations on a case-by-case basis, where it is in our mutual interest to do so, during the transition period. There are no plans to commit forces to the EU Battlegroup during this period.

In March this year, given ongoing negotiations about post-Brexit arrangements between the UK and EU, we decided to withdraw our provisional offer to lead an EU Battlegroup in the second half of 2019.
Our decision gave good time for another Member State to take on the role.
The UK/EU Withdrawal Agreement has confirmed that the UK may not lead an EU Battlegroup during the Implementation Period.
Let us be absolutely clear: Britain has been guaranteeing the security of continental Europe since long before the creation of the European Union. Let us also be clear that the foundation of Europe’s security is NATO, not the European Union. Our commitment to the security of continental Europe is unwavering, and we will play a leadership role in European battlegroups in the future, but another country will have the opportunity to do that this coming year.
Let us be absolutely clear: Britain has been guaranteeing the security of continental Europe since long before the creation of the European Union. Let us also be clear that the foundation of Europe’s security is NATO, not the European Union. Our commitment to the security of continental Europe is unwavering, and we will play a leadership role in European battlegroups in the future, but another country will have the opportunity to do that this coming year.

In 2015, the UK made a provisional offer to be the Framework Nation for the EU Battlegroup in the second half of 2019. The UK will remain completely committed to European defence and security after we leave the European Union.

The Ministry of Defence maintains a constructive dialogue with Ireland, including a successful visit by the Minister of State in the House of Lords, The right hon. The Earl Howe PC, to Dublin on 3 October. Discussions for maintaining and increasing our future co-operation have covered a range of topics, including potential future co-operation on UN operations. The exact nature of the UK's relationship with the EU and commitments post 2019, including EU Battlegroups, are to be determined as part of negotiations.

The EU Battlegroup concept has Lead Nations on standby for six month periods. The UK was an EU Battlegroup Lead Nation from July to December 2013, and will be again from July to December 2016. The total number of UK personnel involved is 2,330. They remain under national control and direction at all times.

The draft European Council Conclusions were discussed on 19-20 December in Brussels. I will update the House in January 2014 on the outcome of the European Council.

The European Council meeting on 19-20 December 2013 will discuss defence, including how military capabilities of European nations might be improved. France and Germany
share views on some of the proposals to be discussed in December, but there is no specific joint project of which the UK is aware.
The UK is keen to explore proposals to fill critical gaps in Europe's military capabilities and improve the capacity of NATO and the EU to act when necessary. We are, however, firmly opposed to any initiative that would place military capability under autonomous EU control. At present, military activity in support of the EU is subject to a unanimous voting procedure that gives every member state an effective veto.
EU battlegroups of around 1,500 personnel have existed since 2007 and are designed to provide a rapidly deployable crisis response force. Each battlegroup is formed from voluntary contributions of forces from EU member states and is on standby for a period of six months. The UK is leading the current battlegroup on standby.
