I congratulate my hon. Friend on her damehood, which is well deserved, and on her consistent advocacy in relation to Armenia. I can assure her that we are monitoring the concerning situation regarding Russian economic pressure on Armenia. We are developing our strategic partnership further. In fact, I was discussing Armenia with both US and EU counterparts in recent days, and we will work closely with international partners to ensure Armenia is robust and able to pursue its own future.

On top of its efforts to interfere in Armenian democracy, Russia is now using economic pressure through arbitrary trade restrictions in an effort to undermine Armenia’s strengthening ties with the UK and Europe. What more can we do on a practical level, through our strategic partnership and alongside EU allies, to support Armenia as it continues to pursue European integration?

As agreed in the Security and Defence Partnership, the EU and UK will regularly exchange on defence initiatives.
Implementation discussions will begin shortly, exploring the possibility of establishing an Administrative Arrangement between the UK and the European Defence Agency, as well as cooperation in individual PESCO projects. Currently participation in the European Defence Fund (EDF) is open only to industry located in European Union Member States and those members of the European Economic Area associated with the EDF (Norway).
Any UK commitment – financial or otherwise – will ensure value for taxpayers and support defence goals.

I reiterated this government's steadfast support and respect for Armenia to Foreign Minister Mirzoyan on 11 October. We will continue to support Armenia through our programming engagement to develop its governance and rule of law, our defence cooperation and our trade and economic ties.
Deepening our trading relationships is an important part of this government's Growth Mission. The Department for Business and Trade is currently developing a new Trade Strategy and the FCDO is reviewing the Political Cooperation Agreement negotiations which were underway when the election was called. Next steps for the UK-Armenia Comprehensive and Enhanced Partnership Agreement are part of this work.

The UK values our ongoing cooperation with Armenia towards agreeing a UK-Armenia Comprehensive Economic Partnership Agreement (CEPA). The timescale for concluding the agreement is subject to final negotiations and legal processes in both countries.
