That this House warmly congratulates the Pre-school Learning Alliance, whose 100,000 pre-school staff provide childcare for some 500,000 children; takes note of the longstanding commitment of the pre-school movement to help children to succeed, to create the childcare that families need and to build learning communities; acknowledges the need to create a sustainable workforce within the childcare and early years sector; and calls on the Government to work with its partners to encourage more people to join the childcare and early years workforce, to recognise the valuable role of volunteers in the childcare workforce, to offer a variety of routes to qualifications to meet individuals' learning needs and personal circumstances within a national framework, to invest in providing basic skills training to enable those entering the profession to make the best of their skills and abilities and to work towards establishing an equitable pay structure to include all early years' professionals that recognises and rewards levels of qualification and responsibility.

That this House warmly congratulates the Pre-school Learning Alliance, whose 100,000 pre-school staff provide childcare for some 500,000 children, on their Changing Lives, Changing Life campaign and wishes it all success; takes note of the long standing commitment of the pre-school movement to help children to succeed, to create the childcare which families need and to build learning communities; endorses a partnership approach involving Government, the voluntary sector and other providers to providing solutions to social and economic problems; acknowledges the cross-cutting nature of childcare and its capacity to involve parents in their own continuing education and to contribute, through this, to combating poverty and to social inclusion and renewal; and calls upon the government to renew its efforts to create a childcare place for every child, particularly those children in poverty, to promote continuity for children through a common regulatory framework to build the capacity for the voluntary sector to grow effectively and to ensure that all parents are given opportunities to have a say in the running of early education and childcare settings with access to drop-in and advice services, together with family and lifelong learning opportunities, regardless of whether their children are in private, voluntary or state provision.

That this House warmly congratulates the Pre-School Learning Alliance on the excellence of the Pre-Schools Matter campaign and wishes all success for its national day of celebration planned for 6th May; takes notes of the long standing commitment of the pre-school movement to the education and care of young children, and to the support of families and communities; welcomes the Government's implicit recognition of the crucial importance of pre-school learning, not least in policies on Welfare to Work, Lifelong Learning, Social Exclusion and the National Childcare Strategy and explicit support for pre-schools; further welcomes the Government's commitment to finding solutions to social and economic problems through partnerships with the voluntary sector and other bodies; voices the concern of many people that despite such recognition and commitment, no less that 800 pre-schools were forced to close last year and a further 1,500 are threatened with closure this year; and therefore urges the Government to take concerted action to avert closures and ensure a wide and varied range of provision for pre-school learning.
