Schools must authorise a pupil’s absence if it is on a day exclusively set apart for religious observance by the religious body to which the parent belongs.
The Department does not define which specific days schools should authorise for religious observance, though generally, it may be a day when the pupil’s parents would be expected by the religious body to which they belong to stay away from their workplace to mark the occasion. The Department advises schools to seek advice from the relevant religious body if they are in doubt.
Parents may apply to the school for a leave of absence that is linked to a religious day. Unlike days that the religious body have exclusively set apart for religious observance, such leave is authorised at the discretion of the school.
Schools and Local Authorities may consider taking further steps to manage the effect of such absence, including setting term dates around days for religious observance, working with local faith groups to develop guidance on absence for religious observance, taking INSET days that coincide with religious observance days, and providing individual support for pupils who miss sessions for this reason.
To ask the Secretary of State for Education, if he will make it his policy for children to be permitted to miss a day of school to celebrate (a) Eid and (b) Yom Kippur without that absence affecting their attendance records.

A parent of a compulsory school-aged child who is registered at a school has a legal duty to secure that child’s regular attendance. The law recognises that there are certain circumstances in which a parent cannot be guilty of not securing their child’s regular attendance at school, and religious observance is one of those circumstances.
The law also specifies how attendance should be recorded. Where a pupil of compulsory school age is unable to attend school on a day exclusively set apart for religious observance by the religious body to which the pupil’s parents belong, the pupil’s absence must be recorded as an authorised absence.

We know that British Muslims will be thinking about how they can safely celebrate Eid Al-Adha with their friends, family and community during this period. We have produced guidance for the safe use of places of worship during the pandemic, which can be found here: https://www.gov.uk/government/publications/covid-19-guidance-for-the-safe-use-of-places-of-worship-during-the-pandemic-from-4-july.
Guidance is also available on how individuals can protect themselves while meeting people from outside of their household, which includes guidance on indoor and outdoor gatherings. This guidance can be found here: https://www.gov.uk/guidance/meeting-people-from-outside-your-household-from-4-july.
We will continue to engage with faith leaders to help communities stay safe whilst marking this important time of the year.

We welcome the celebration of Diwali, Eid, Vaisakhi and other religious festivals. All faiths have a home in this country.
The Government regularly receives requests for additional bank and public holidays to commemorate a variety of occasions – such as cultural, history, military and religious events. The current pattern of bank holidays is well established and accepted.
There is a significant cost to business of creating additional public holidays. The estimated cost to the economy of the one-off bank holiday for the Queen’s Diamond Jubilee was £1.2 billion.
The Equality Act 2010 makes it unlawful for employers to treat staff from a particular religious group less favourably than those from other religions when considering requests for leave, or requests to refrain from work on particular days.
The benefit of these Adjournment debates is that they give Members in all parts of the House the opportunity to raise a range of issues. For once—for, probably, the only time—I agreed with every single word that was said by the hon. Member for Rhondda (Chris Bryant) about both football...

I thank the hon. Gentleman for securing this debate. He may be about to mention this, but will he clarify something? Is he saying that we need two extra public holidays or that he wants to reallocate existing bank holidays so that they come at the right time to recognise...

I thank the hon. Gentleman for his intervention. I will come to the issue of the number of public holidays and how they should be apportioned in a few minutes. If he allows me to develop my points a little further, all will become clearer.
