The Ministry of Defence tracks risks to the defence sector as part of its routine monitoring of supply chain resilience, this includes engagement with suppliers. Some UK defence companies, including Elbit Systems UK, have faced costs and disruption due to criminal damage and staff intimidation by groups such as Palestine Action. We are working with the Police to address these offences and mitigate future risks. While individual businesses have been affected, the overall impact on Defence has been limited, with no significant effects reported on the defence supply chain or the reputation of our world leading defence industry.
That this House is deeply concerned by reports that the Ministry of Defence is considering awarding a £2 billion, 15-year Army Collective Training Service contract to Elbit Systems UK, a wholly owned subsidiary of Elbit Systems Limited, Israel’s largest arms manufacturer; notes that Elbit supplies 85 per cent of the drones used by the Israeli military, has been directly implicated in war crimes committed in Gaza, and was named in the July 2025 report of the UN Special Rapporteur on the Occupied Palestinian Territories as central to Israel’s plausibly genocidal conduct; further notes warnings from parliamentarians, human rights organisations and legal experts that awarding this contract would entrench Elbit at the heart of the UK’s defence infrastructure, with serious reputational, legal and moral consequences; believes that proceeding with this deal would risk making the UK more complicit in war crimes being committed against the Palestinian people; and urges the Government to rule out awarding any UK defence contracts to Elbit Systems or its subsidiaries.

All such applications are assessed against the Strategic Export Licensing Criteria and under the terms of our current suspension of certain licences to Israel, any licence application for components that could be used in military operations in Gaza would currently be refused.

The Ministry of Defence (MOD) has agreed one contract with Elbit Systems since May 2010. Contract Apache 020 with Elbit Systems of America, worth $127,420, signed on 1 December 2010, was for the procurement of 42 visors for Apache helicopter crew helmets.
This contract, as with all equipment programmes, is overseen by an internal MOD Committee chaired by the Director General of Finance with majority civilian
membership. This committee has an independent scrutiny team which reports to Ministers and the permanent secretary. The equipment plan is reviewed by both the committee and the scrutiny team on a quarterly basis, when all new projects are heavily scrutinised.
