The UK values the Commonwealth Secretariat's work on elections, including their election observation missions. This work plays a vital role in supporting resilient democratic institutions across the Commonwealth, in line with the values of the Commonwealth Charter. The Commonwealth Secretariat regularly provides updates on its work to all Commonwealth members and together they work to ensure effectiveness and value for money across Commonwealth programmes.

The Commonwealth Secretariat deploys independent Commonwealth Observer Groups to monitor elections. It is the responsibility of the Commonwealth Secretary-General to approve the publication of Commonwealth Election Observation Reports. Whilst we hope to see the report on the 2023 Zimbabwe Harmonised Elections soon, we do not wish to influence the independent Commonwealth process.

The Electoral Commission of Uganda issued its strategic plan in October 2022 and outlined a roadmap for the 2026 Presidential and Parliamentary elections. The UK has not taken any decision on election observation. The UK provides financial support to the African Union via the Electoral Institute for Sustainable Democracy in Africa and to the Commonwealth Secretariat.

The UK welcomes the Council of Europe (CoE) Parliamentary Assembly's 9 October debate on the observation of the early parliamentary elections in Montenegro. The UK understands the importance of election monitoring. We supported a local Non-Governmental Organisation (NGO) to provide early projections of election results, as part of a package of CSSF-funded projects to strengthen election integrity against destabilising influences. We now look forward to government formation and furthering our support for Montenegro to conduct free and fair democratic processes and to strengthen electoral practices in line with Office for Democratic Institutions and Human Rights (ODIHR) and CoE recommendations.

The UK is working alongside international partners to prepare support for domestic and international election observation missions. However, in line with Zimbabwe's constitution and standard practice, invitations for observation missions will not be issued by the Government of Zimbabwe until the election date is announced. Alongside a small British Embassy Harare electoral monitoring mission, we hope to see larger electoral missions from the African Union, Southern African Development Community, EU, Commonwealth, US and international and domestic NGOs.
International observers will monitor Brazil’s elections in October, including from the Organisation of American States. They are experienced and well regarded. The independence of Brazil’s supreme electoral court is recognised internationally and its electronic voting machines have been widely recognised for speed, efficiency and security, but, as in many elections around the world, there are concerns about how disinformation online can threaten the integrity of the democratic process so we welcome the supreme electoral court of Brazil’s efforts to call out disinformation online ahead of the elections.

On Brazil, democracy is under threat in many parts of the world and it is very important that Brazil continues to set an example to others on free and fair elections. Tomorrow, 7 September, Brazil celebrates the 200th anniversary of its independence and I congratulate the people of Brazil on that important milestone, but I also want to say that we all hope those celebrations are joyous and peaceful, because peace in elections is vital.

Sadly, in recent months there has been targeted violence from supporters of President Bolsonaro against members of the main opposition party, including fatal shootings. Will the Government make a public statement ahead of next month’s vote that political violence and threats of coups have no place in this election?

I have had the opportunity to meet representatives of Brazil’s current Government and the Brazilian Workers’ party; I have discussed with them a broad range of issues, including the importance of free and fair elections. We also continue to be focused on the issue of the Amazon; indeed my right hon. We are aware of reports that President Bolsonaro has suggested that the Brazilian armed forces should have a role in monitoring the presidential elections in Brazil this October. It is important for all participants to respect core democratic principles and electoral processes. We continue to engage with the Brazilian Government, political parties and civil society organisations on this basis. Independent election monitoring provides vital support for credible and inclusive elections and we will continue to support the work of international election observation organisations in Brazil.

The UK is closely following developments in Haiti including the proposed constitutional referendum. We do not have any plans to send election observers to Haiti at the moment. The UK supports the Special Representative of the Secretary General of the UN Special Political Mission, BINUH, in their ongoing diplomatic engagement with the Haitian authorities on both the proposed constitutional referendum and elections. The UK continues to use its platform both in country and at United Nations Security Council (UNSC) to call for credible and transparent elections as soon as technically feasible, to ensure Haiti is governed by strong democratic institutions chosen by the Haitian people. The UK supported the UNSC's decision for a one year extension for BINUH. We also chaired a meeting on Haiti at the UN Security Council on 22 February 2021.

We note the EU's decision on 3 May not to deploy an Electoral Observation Mission as they have not been able to reach agreement with the Ethiopian authorities on the EU's requirements on the importation of telecommunications equipment and on the public reporting of their findings. Observers and journalists have a vital role to play and need to be able to report freely and safely on elections - we have raised this with the Ethiopian authorities. The UK and other local Diplomatic missions will observe voting and are also visiting polling stations to observe the voter registration process and security arrangements.
