Data on faults affecting subsea telecommunications cables connected to the UK is held by industry operators and collated by international bodies, including the International Cable Protection Committee, whose data the Department accesses.
The majority of faults to UK subsea cables continue to be caused by fishing and anchoring activity. This aligns with global trends – the ICPC has identified that 84% of global faults are caused by a combination of fishing and anchoring, with the remaining 16% due to geological events, seabed abrasion or defective equipment.
Suspicious activity near subsea cables is, however, being increasingly observed, although this has not led to any incidents affecting the cables. The Royal Navy and the Joint Maritime Security Centre provide 24/7 monitoring of maritime activity in UK waters and work closely with allies to track and deter any activity that threatens British interests.
In response, the Government recently announced proposals to strengthen subsea cable resilience, including tougher penalties for ship owners and operators that recklessly damage cables, and new legislative measures to ensure a robust baseline level of security across our entire cable network, with clearer duties to manage risk, maintain rigorous response plans, and report incidents.

As set out in the answer of 5 June, the Department has undertaken market engagement to fully consider the range of options available to Government to deliver a UK-based and UK-flagged subsea cable repair capability, in a way that provides value for money for the taxpayer. We are working with specialist advisors in the sector to support our options assessment.
On 29 May, Minister Lloyd delivered a speech at Royal United Services Institute (RUSI) that set out how this Government is toughening protections for subsea internet cables. This included committing to make a final decision on our approach to UK-based and UK-flagged subsea repair capability by the end of the year.

We are working closely with our European allies to respond to threats against our collective critical national infrastructure.
The Ministry of Defence has launched the Atlantic Bastion programme which will create an advanced hybrid naval force. It has also provided an extra £100 million for vital P8 submarine-hunting aircraft and is working closely with NATO Allies, including Norway, to deliver the Lunna House agreement, which will deliver a combined fleet of new submarine-hunting frigates and uncrewed systems.

The Government recognises the importance of a UK-based and UK-flagged subsea telecoms cable repair vessel. This enables a rapid response to cable breaks in UK waters and ensures that vessel is under UK jurisdiction.
DSIT is exploring options for securing UK-based and UK-flagged repair capability for the long term. To date, DSIT has undertaken a period of market engagement, an ‘RFI’ (Request for Information), with a range of organisations active in the subsea repair sector.
We are using this market engagement to fully assess the range of options available to Government and determine next steps
DSIT continues to work closely with the Cabinet Office, the Ministry of Defence and other government departments to ensure UK can respond effectively to any disruption affecting the UK’s subsea telecommunications infrastructure.

In December 2024, the Government published national cross-pavement guidance to help local authorities understand what they need to consider for the roll-out of cross-pavement solutions.
There is no specific British standard produced for cross-pavement charging solutions, and the Government has no current plans for national standards for this technology. However, the 2024 guidance does outline relevant minimum standards for existing infrastructure, e.g. drainage, that are applicable to cross-pavement solutions.
The Government will continue to monitor what more can be done to support the uptake of cross-pavement solutions.

The Joint Expeditionary Force (JEF) remains a key element of His Majesty’s Government’s approach to enhancing security and resilience across the North Atlantic and North Sea regions. The JEF, comprising the United Kingdom and nine like-minded Northern European nations, is designed to respond rapidly to a range of contingencies, including the protection of critical infrastructure such as undersea cables and pipelines, complementary to NATO.
Securing the safe operation of undersea cables and pipelines is a priority given their vital role in national security, economic stability, and communications. The Ministry of Defence, in close coordination with the JEF partner nations, is developing and refining operational concepts that include maritime domain awareness, intelligence sharing, and rapid deployment capabilities to deter and respond to threats against these assets.
In January 2025, following reported damage to a major undersea cable in the Baltic Sea, the JEF activated an advanced UK-led reaction system, known as Nordic Warden, to track potential threats to undersea infrastructure and monitor the Russian shadow fleet. This was subsequently handed over to NATO under their Baltic Sentry initiative.
The Government remains committed to enhancing the JEF’s capabilities to meet emerging challenges in its area of interest, including the protection of undersea infrastructure in the Atlantic and North Sea.
In summary, while the JEF is not solely dedicated to undersea cable and pipeline security, it forms a component of the UK’s broader strategy to safeguard these essential assets through multinational cooperation, rapid response, and integrated maritime security operations in support of NATO.
