In 2025, imports contributed 14% of gross UK electricity supply (excludes exports). Volumes of electricity imported by the UK, by country, and shares of electricity for those countries, produced by burning fossil fuels, are presented in the following table:

The Secretary of State will be familiar with the Russian-backed AQUIND application for a submarine interconnector that will cut through Portsmouth naval dockyard, affecting my constituency, and go on to France. The Ministry of Defence has raised national security concerns. We have been waiting over a year for a decision from the Secretary of State on the application. When will he issue one?

The Capacity Market is our main tool for ensuring security of electricity supply and has already successfully secured the electricity capacity GB consumers need out to 2028/29. Interconnectors are part of the capacity mix that it secures. Like all technologies that participate in the Capacity Market, they are de-rated to reflect their expected contribution to security of electricity supply under periods of system stress. In the case of interconnectors, de-rating is based on consideration of expected flows and technical availability.

At the recent North Sea Summit we committed to a joint ambition of 100GW of offshore renewable projects with our European neighbours, including through coordinated energy infrastructure planning.

Moyle is a point-to-point interconnector that has been in operation since 2002. It is a commercially developed interconnector and operates without government conducting ongoing assessments of its condition.
On future interconnection between Great Britain and Northern Ireland, Ofgem gave in-principle approval in November 2024 for the proposed LirIC electricity interconnector. This project is being taken forward under the Ofgem cap and floor regulatory regime.

Interconnector development is a developer-led process in GB. Projects are given regulatory approval through Ofgem, a process with no formal role for Government. We welcome Ofgem’s decision to approve five new interconnector projects, including two Offshore Hybrid Assets, in November 2024.
The Department is in regular communication with interconnector projects at all stages of development and we of course look to support their development where appropriate.

Maintaining a secure energy supply is a key priority for the UK Government. DESNZ works closely with subsea and offshore owners, operators, regulators, and other stakeholders to ensure interconnectors are proportionately protected against a range of threats – including cyber threats. This includes working with industry on data security, which is a critical part of a comprehensive approach to security of infrastructure.

The Valuation Office Agency assesses onshore converter stations and the cables which transmit the power for non-domestic rating purposes. The cables are rateable between low water mark and the point the cable connects with the National Grid transmission system.

The Department of Energy Security and Net Zero is working across Whitehall and with energy owners, operators, and regulators to ensure that interconnectors are proportionately protected against hazards and malicious threats. Great Britain has a highly resilient and diverse energy network, and we are confident that the gas and electricity system operators have the tools they need to effectively balance supply and demand in a wide range of scenarios. This includes working with industry to enhance the design of newbuild infrastructure, maintain the resilience of old infrastructure, and continue to develop the UK’s monitoring and detection capabilities. DESNZ has been working with the Joint Maritime Security Centre (JMSC) to enhance the security of subsea energy infrastructure.

The Department of Energy Security and Net Zero works closely with owners and operators of energy interconnectors to ensure their infrastructure is proportionately protected against a range of threats, including accidental damage or intentional sabotage. This includes working with industry to enhance the design of newbuild infrastructure and maintain the resilience of old infrastructure. We are also working to enhance the UK’s monitoring and detection capabilities, including by working with the Joint Maritime Security Centre to monitor activity around interconnectors, and strengthening information-sharing with our international partners.

The Clean Power 2030 Action Plan outlines our approach to delivering a clean electricity system, including our approach to electricity interconnectors. It expects 12-14GW of electricity interconnection by 2030, up from the 9.8GW currently installed.
Under the UK-EU reset we are working with the EU to identify areas (such as electricity interconnection) where we can strengthen cooperation for mutual benefit.
