To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the potential merits of extending eligibility for (a) energy support schemes and (b) the Warm Home Discount to people whose homes are not connected to electric or gas networks.
For schemes such as the Winter Fuel Payment, which helps pensioner households with heating costs, and the Cold Weather Payment, which offers additional support during periods of very cold weather to those on certain income-related benefits, households do not need to be connected to the gas or electricity networks.
To be eligible for the Warm Home Discount a consumer must be named on an energy account with an obligated supplier and be in receipt of a relevant means tested benefit. In February 2025 the Government consulted on broadening the scheme to include households without a direct relationship with an energy supplier, however it was not feasible to take this forward without increasing the cost of the scheme for all consumers.
Typical household energy bills increased by 54% in April 2022 and 27% in October 2022. Lower wholesale prices have led to falls in prices, but current bills are still 43% above their winter 2021/22 levels.

We are looking at longer term solutions to improve the targeting of support at vulnerable households, and this includes discussions with many departments, including HMRC on the scope of the data they hold.

The Government continues to provide support through the Warm Home Discount, which provides low-income households with an annual £150 rebate off their energy bill every winter.
This winter, millions of vulnerable households are receiving up to £900 in further Cost of Living Payments, with an extra £150 to those on eligible disability benefits. These payments are in addition to established financial support which is available for low income and vulnerable households this winter through the Winter Fuel Payment and the Cold Weather Payment which provides £25 during very cold weather. This comes as part of a package of support to assist households and individuals with rising costs of living that will total over £104 billion, or £3,700 per household on average, over 2022-2025.

The Energy Bills Support Scheme (EBSS) Alternative Funding provided over £61 million support to households who did not have a contract with a domestic electricity supplier and could not be reached by the main EBSS scheme. The final application figures for the schemes were published on GOV.UK on 19 October.
The EBSS Alternative Funding Continuous Cruisers scheme has extended energy bills support further, to itinerant boat dwellers registered with the Canal and River Trust as continuous cruisers during the period from 27 February to 31 May when the EBSS Alternative Funding schemes (Great Britain and Northern Ireland) were open.

Energy bills are up 50% since 2021, but there was no mention of this in the autumn statement and £440 million earmarked for the most vulnerable households went unspent last year, yet in my constituency of Edinburgh West, pensioners, carers and disabled people who often have to use more electricity for life-saving equipment are paying those bigger bills. All of them are also paying higher standing charges than elsewhere in the UK. If the Chancellor will not commit to reopening the energy bills support scheme or the alternative fuel payment scheme, will the Secretary of State do so?
