Enterprise Zone sites were carefully selected and are designated in law. We currently have no plans to allow for boundaries to be redrawn
To ask the Chancellor of the Exchequer, what her policy is on business rate relief in (a) freeports, (b) investment zones and (b) legacy enterprise zones; and how that relief will apply to the new business rate multiplier on hereditaments over £500,000 rateable value.

Freeports, Investment Zones and Enterprise Zones have access to a range of tax reliefs, including 100 per cent business rates relief. The Government has announced its intention to introduce permanently lower tax rates for high street retail, hospitality, and leisure (RHL) properties, with rateable values below £500,000, from 2026-27. This tax cut must be sustainably funded, and so we intend to apply a higher rate from 2026-27 on the most valuable properties - those with a Rateable Value of £500,000 and above. When calculating business rates liabilities, the multiplier is applied first and then reliefs are applied after. This means that eligible businesses in these areas will receive 100 per cent business rates relief on their liability under the new multipliers.
There are currently 48 operational Enterprise Zones in England. Similar policies have been adopted by the devolved governments in Scotland, Wales and Northern Ireland. Businesses in these small areas will benefit from tax and planning concessions and superfast broadband.

The Department has learnt valuable lessons from the delivery of the Enterprise Zones program that have informed the development of more recent zonal policies such as Freeports and Investment Zones. The government is committed to robust monitoring and evaluation of Freeports and Investment Zones to ensure their success and will report on their impact annually.
The hon. Gentleman is absolutely right to flag up the value that successful enterprise zones can bring to local communities. I want to see DSIT sectors benefiting as well, and I am happy to co-ordinate further with colleagues in other Departments to explore those opportunities.

A full programme evaluation is ongoing for the University Enterprise Zones. The Government will consider how lessons learned from this programme will inform future investment to support local growth and innovation. The Chancellor announced that Investment Zones will be refocused to catalyse a limited number of the highest potential knowledge-intensive growth clusters. Research institutions and Universities will be crucial to this new approach, the Government will work with them, and other partners, to consider how best to support clusters as part of the refocused programme. The APPG’s report was discussed at the Westminster Hall debate on 31 January.

The all-party parliamentary group for the east of England has carried out a review of levelling up in the region. It has found that although a good start has been made, there are five of the White Paper missions in whose delivery there is low confidence, four in which there is medium confidence and only three in which confidence is high. I would be most grateful if the Minister provided a full written response to the report, but in the first instance will she seek to make Lowestoft’s enterprise zone an investment zone? That would underpin and support levelling up.

The Prime Minister and his Cabinet are reviewing all policies, including Investment Zones, to ensure that we deliver on the 2019 Manifesto. Policy announcements will be made in the usual way. More broadly, the Department takes a range of factors into account as part of policy development.
