That this House condemns Whitbread PLC's decision to quit the Ethical Trade Initiative (ETI) after just 18 months of membership; notes that Whitbread owns Costa Coffee, Premier Inn and Brewer's Fayre; fully endorses the ETl's code on freedom of association; criticises any organisations that centre their business models on low pay, long working hours, poor employment conditions and the exploitation of EU free movement in order to maximise profits; supports the nine pillars of equal pay for young workers, proper rest breaks, adoption of the real living wage, paid transport for staff when working hours past 12am, a robust anti-sexual harrassment policy, a minimum hour contract, staff consultation on rota changes, 100 per cent of tips earned going to staff and trade union access in the workplace as outlined in Unite's Fair Hospitality Charter; and calls on companies in the hospitality sector to work with the ETI and Unite and other relevant trade unions to ensure that people are treated fairly and with dignity in the workplace.

Promoting jobs where workers’ rights are upheld, living wages are paid, and they are free from exploitation, is fundamental for alleviating poverty. The Ethical Trading Initiative’s Base Code is an important standard for companies to aim for, which is why DFID has provided ETI with a £5.1M grant and is encouraging its suppliers to sign up to it.

In the last three years the Ethical Trading Initiative (ETI) has received £1.2m in funding from DFID, through a Programme Partnership Arrangement (PPA). PPA funding supports ETI to improve working conditions for poor and vulnerable people, this includes workers in top tier farms and factories, as well as those in the lower tiers of supply chains (such as women homeworkers, smallholders and migrant workers) who are harder to reach and more vulnerable to exploitation. PPA funding is not tied to specific initiatives or interventions but ETI are expected to meet objectives set out in a robust performance framework, agreed between DFID and ETI.
PPA funding was based on competitive selection and open to organisations who were regarded as leaders in their field and who could deliver on DFID’s objectives. Organisations were selected following a rigorous assessment and quality assurance process.
Freedom of Association and collective bargaining is a component of the ETI Base Code and therefore every ETI member commits to taking action to support this right.

That this House notes with concern Littlewoods' withdrawal from the Ethical Trading Initiative; believes that this is an example of how voluntary initiatives for business to improve their ethical performance can fail, leading in this case to reduced monitoring of supply chains in accordance with the International Labour Organisation's core Labour Standards; notes that there are fewer incentives for businesses with less of a public profile than Littlewoods to comply with such initiatives; and calls on the Government to examine more efficacious methods of promoting corporate accountability in line with its commitments made at the World Summit on Sustainable development in Johannesburg.
