NHS Blood and Transplant (NHSBT) is responsible for blood services in England and is delivering a range of initiatives to increase blood donation in African or Caribbean heritage communities. These include:
- the opening of a donation centre in Brixton in January 2025, aiming to encourage individuals of African or Caribbean heritage to donate, as part of NHSBT’s ongoing effort to diversify the communities where it locates donor centres and mobile collections;
- the NHSBT Community Grants Programme, which funds community and faith organisations to raise awareness, improve understanding, and encourage blood donation among minority ethnic communities; and
- measures to help more people donate successfully, including a pilot translation service to reduce language-related barriers, training to help staff recognise vein characteristics across different skin tones, and improved pre-donation haemoglobin testing.

We are committed to delivering our manifesto commitment to introduce mandatory ethnicity and disability pay gap reporting for large employers.
This will provide transparency and vital data to help businesses identify and address ethnicity and disability pay gaps within their workforces. We are working on this urgently and will introduce legislation as soon as parliamentary time allows.
We have also committed to making the right to equal pay effective for disabled people and those from ethnic minority groups. This will help fulfil our aim to ensure that hard work provides opportunities fairly. We recently launched a consultation on our equal pay and pay discrimination proposals to create legislation that works for everyone. The consultation will close on 27 October 2026.
These measures will help tackle pay disparities for ethnic minority groups and disabled people across Great Britain.
To ask the Minister for Women and Equalities, with reference to the consultation outcome, Consultation on mandatory ethnicity and disability pay gap reporting: government response, of 25 March 2026, from what financial year will the reports be mandatory.

We are working to introduce legislation on mandatory ethnicity and disability pay gap reporting for large employers as soon as parliamentary time allows. Mandatory reporting dates are subject to the passage of necessary legislation.
We will continue to engage with large employers and other interested stakeholders as the plans are developing, and ensure that they are kept informed of timescales.

To ask the Chancellor of the Exchequer, with reference to page 111 of his Department's annual report and accounts 2025 to 2026, HC 424,published on 15 July 2026, what is the methodological definition of a diverse ethnic background; and whether this includes (a) white Irish and (b) white Travellers.
HM Treasury's definition of diverse ethnic background includes ethnicities in the following categories: Mixed / Multiple ethnic groups, Asian/Asian British, Black/African/Caribbean/Black British, and Other ethnic groups, as defined in the Government Statistical Service's (GSS) Harmonised Standards.
The GSS does not define a formal category of "diverse ethnic background"; ethnicity is a self-reported characteristic based on the standard ethnic group classifications. Under the GSS standard, White Irish and White Travellers falls within the White ethnic group.
That this House marks Sickle Cell Awareness Month and draws attention to the continuing shortfall of blood donors from Black and ethnic minority communities and its direct impact on patients living with sickle cell disorder, thalassaemia and other rare blood conditions; notes that sickle cell disease is the fastest-growing genetic blood disorder in the UK and disproportionately affects people of Black African and Black Caribbean heritage, many of whom rely on blood closely matched to their own, most reliably obtained from donors of the same ethnic background, particularly the Ro blood subtype, present in around 55% of Black heritage donors compared with roughly 2% of donors from other backgrounds; is concerned that NHS Blood and Transplant can meet only around half of hospital demand for Ro-matched blood, and that Black African, Black Caribbean and mixed-race donors together accounted for only around 2% of completed donations in the twelve months to April 2026, despite Black ethnic groups making up 4% of the population of England and Wales; further notes the disproportionately high deferral rates experienced by Black African donors; welcomes the reduction in such deferrals achieved through venous HemoCue testing, while noting that a stark gap remains; and calls on the Government to mark Sickle Cell Awareness Month by reviewing donor deferral criteria, setting out a national strategy and target for recruiting new Black and ethnic minority donors, and committing NHS Blood and Transplant to the annual publication of donation and deferral data by ethnicity and gender.

To ask the Secretary of State for Health and Social Care, what assessment her Department has made of the potential impact of the number of trusts where maternity services have had culturally sensitive training on racism and discrimination on Black women’s experiences and engagement with maternity care.

We are rolling out an anti-discrimination programme to all trusts by the end of this year, to be completed by the end of 2027, which will equip leaders and frontline staff to use tried and tested approaches to tackle discriminatory practices. A robust, independent evaluation of this programme has been commissioned and is being undertaken.
This is part of a broader set of actions to tackle the root causes of racism and discrimination. We have also established an inequalities dashboard, to identify areas where specific populations face the greatest disparities, enabling tailored interventions and more equitable support.

Improving maternity safety and reducing inequalities across the country is a priority for the Government, including in Surrey Heartlands. The Maternal Care Bundle sets clear standards across services by bringing together best practice to help tackle the leading causes of maternal death and harm, improve consistency of care, and reduce inequalities. One of its five elements focuses specifically on obstetric haemorrhage, including postpartum haemorrhage, and sets out best practice to support its prevention, recognition, and management.
NHS England publishes annual trust-level data on reported postpartum haemorrhages involving blood loss of 1,500 millilitres or more, including data for trusts in Surrey Heartlands, through the Maternity and Neonatal Equalities Dashboard, with further information available at the following link:

It is a priority for the Government to ensure that all women and babies receive the high-quality care they deserve, regardless of their background, location or ethnicity.
The Department has funded the PRiSMM programme through the National Institute for Health and Care Research. It will report England-wide data on severe maternal morbidity and evaluate the Maternal Care bundle, including an intervention to improve the identification and referral of women at risk of maternal mental health conditions. Data will be available by National Health Service trust, maternal ethnicity and measures including social deprivation, with initial findings due by the end of September 2026.
The first Maternity and Neonatal Equalities dashboard, published in January 2026, includes metrics by ethnicity and deprivation; further metrics, including maternal mental health, are being considered. The dashboard is available at the following link:

Baroness Amos’ investigation highlighted the need for better data collection and analysis to address inequities in access, experience, safety and outcomes. The forthcoming National Maternity and Neonatal Action Plan will consider these recommendations alongside those from Donna Ockenden’s review and the forthcoming Thirlwall Inquiry, including further use of data to tackle inequalities across the maternity and neonatal pathway.

I refer to the answer in PQ 4183; The British Association for Counselling and Psychotherapists (BACP) indicate that outcomes are improved when clients from ethnic minorities are able to access counsellors from similar backgrounds. While we do not provide additional counselling, an individual from an ethnic minority who is receiving counselling, can request a counsellor from a similar background.

To ask the Secretary of State for the Home Department, what assessment she has made of the potential impact of the College of Policing's August 2025 guidance that police forces should publish the ethnicity and nationality of suspects in high profile crimes on (a) media coverage of crimes and (b)...
The College of Policing published interim guidance on the disclosure of suspects ethnicity and/or nationality on 23 February 2026. The guidance aims to support transparent and consistent recording practices across policing, helping to improve the quality of data available and public understanding of how such information is collected and used. You can find a link to the guidance here: Arrests, charges and judicial outcomes | College of Policing.
The College of Policing advises that forces should monitor implementation of decisions to disclose ethnicity and nationality information, including assessing community impacts and public confidence.
Decisions on the application of the guidance are an operational matter for policing.
