When the UK was a EU Member State, financial contributions were made directly to the EU budget. These were disclosed in the annual HM Treasury EU Finances Statement (EUFS). Since the UK’s withdrawal from the EU, payments under the financial settlement in the Withdrawal Agreement continue to be disclosed annually in the EUFS. These can be found at https://www.gov.uk/government/collections/eu-annual-statement.
Financial contributions for UK association to the Horizon Europe and Copernicus programmes under the Trade and Cooperation Agreement are reported in the relevant department’s annual accounts as part of normal budgetary disclosures.

This government recognises that current visa arrangements can create real challenges for the Creative Industries, whose work often involves moving between multiple countries over short periods. We are working closely with the music industry to assess the impact on the sector and remain in open and constructive dialogue with the EU, with a view to improving arrangements across the European continent.
Most recently, on 24th March, I attended the first UK-European Commission High-Level Meeting on Culture where I met with Commissioner Micallef (Intergenerational Fairness, Youth, Culture and Sport). This marked a step forward since the inaugural UK-EU Summit in May last year, where we committed to deepening UK-EU cultural exchange, including the activities of touring artists.
Government and industry are also working together in this effort, including through the new Cultural Exchange Coalition (CEC). I attended a panel session on 24th March at the European Parliament, hosted by MEPs Hannes Heide and Bogdan Zdrojewski in collaboration with the CEC, focused on strengthening UK-EU cultural exchange, including removing barriers to cross-border touring. The Government remains committed to securing improvements for our creative and cultural sectors and continuing to work closely with industry to ensure that these issues are clearly evidenced and understood.

The Skills Portability Initiative is an EU proposal which aims to improve worker mobility, both skilled and unskilled, within the single market. It includes a possible legislative proposal that could encourage simplified procedures for the recognition of professional qualifications (RPQ) across Member States for non-EU nationals.
In line with our manifesto, the Government is committed to improving routes for UK professionals to practise and provide services in the EU. The Government has communicated support to the European Commission for modernised and transparent recognition processes through this initiative, which could benefit UK businesses, professionals and boost economic growth.

We welcome the Palestinian Authority (PA) contracting an independent audit firm to complete a review of curriculum reform in early 2026, and we would expect the results of that audit to be made public. The UK will continue to press for implementation of the PA's reform commitments, and will assess progress in the education area based on the audit results.

The UK is committed to a broad and constructive relationship with the EU. We are working to implement the package agreed at the UK-EU Summit and build on our landmark Security and Defence Partnership – which includes taking forward discussions on a bilateral participation agreement for enhanced cooperation under the EU’s Security Action For Europe (SAFE) instrument. As part of these efforts, the Defence Secretary continues to work constructively with all of our European allies, including with the European Commissioner for Defence and Space, to enhance Europe's defence industrial capacity and production and to deliver the critical capabilities to support Ukraine.
We will not pre-empt the outcome of discussions with our European partners, this Government has been clear that we would only agree to a deal if we were satisfied it provided value to the UK and UK industry.

The Government is committed to supporting alternatives to animals in science and will publish a strategy to support their development, validation and adoption later this year. We have reviewed the European Commission's (EC) Life Sciences Strategy and engaged with the European Medicines Agency on accelerating the science-led adoption of alternatives for a range of uses of animals in science, including chemicals, medicines and cosmetics. Government officials regularly attend international meetings to collaborate on best practice and consider approaches to reducing reliance on animal testing, including attending European Commission workshops on the EC roadmap to phasing out animal testing for chemicals.

The Government is determined to see the proceeds from the sale of Chelsea Football Club reach humanitarian causes in Ukraine, following Russia's illegal full-scale invasion.
We are deeply frustrated that it has not been possible to reach agreement on this with Mr Abramovich so far.

The UK is one of the largest donors to Gavi contributing £1.65 billion to Gavi's current "5.1" strategic period covering 2021-2025. As part of the Spending Review (SR) the UK is looking at all global health investments in the round. Announcements will follow the completion of the SR. The UK is a strong supporter of Gavi and wants to see a successful replenishment. The UK is in regular contact with Gavi and Gavi donors to support the upcoming replenishment. The Foreign Secretary and I met with the Gavi CEO in February.
