The Ministry of Defence regularly discusses regional security, including the security of our Overseas Territories, such as the Pitcairn Islands, with key regional partners including New Zealand and France.

The Government is committed to working through the International Maritime Organization (IMO) to reduce the global environmental impact of the maritime sector. We are a leading voice in supporting the adoption of the Net-Zero Framework to reduce global shipping’s greenhouse gas emissions, and remain committed to working with others to progress adoption of the Net-Zero Framework in 2026. Additional global measures, such as the introduction of stricter international sulphur regulations in 2020, have already reduced the use of traditional high sulphur Heavy Fuel Oil.
We are also taking action domestically through policies set out in the Maritime Decarbonisation Strategy. This presents a range of fuel scenarios, underpinned by our maritime emissions model, illustrating the varying ways in which the UK domestic maritime sector could transition from traditional fuels, such as heavy fuel oil, to zero, and near-zero, emission fuels. This is also informed by a wide range of other evidence including from industry, non-governmental organisations and academia.

The primary role of the Royal Navy is to defend and protect the UK, whilst enhancing its resilience. As part of this core task, it monitors, tracks and responds to any potential threats in the UK EEZ, through frequent patrolling by British warships, monitoring and shadowing warships in UK waters, and use of the Multi-Role Ocean Surveillance (MROS) programme, among other activity and capabilities. The Government has also been clear on its readiness and willingness to respond decisively to any maritime threat to the UK and its interests.
The Strategic Defence Review has highlighted the enduring requirement to secure the UK maritime zone, and the steps needed to ensure the Royal Navy are equipped to respond to the changing nature of threat in this domain. The Government has accepted the review’s recommendations in full.

Fishing quotas are determined within total allowable catch (TAC) management areas. These typically align with the distribution of the biological stock rather than the boundaries of exclusive economic zones.

Latest statistics can be found here: MMO Sea Fisheries Statistics 2023. In 2023, 66% of the volume and 78% of the value of landings by UK vessels from the UK territorial waters and the exclusive economic zone were landed at UK ports and harbours. This was 393 thousand tonnes, worth £749 million.
In addition to UK vessels, foreign vessels landed 19 thousand tonnes, worth £27 million into UK ports and harbours in the same year. Most of this fish was caught in UK exclusive economic zone by EU, Norwegian and Faroese flagged vessels who are licensed to fish in UK waters through our international agreements.

As we outlined in our joint statement of 3 October 2024, following two years of negotiation with the intention of resolving all outstanding issues between the UK and Mauritius concerning the Chagos Archipelago, the UK and Mauritius reached political agreement which is subject to the finalisation in a treaty and connected legal instruments. The agreement will be supported by an enhanced partnership between the UK and Mauritius under which the UK will support Mauritius' ambitions to establish a Marine Protected Area (MPA) that protects the globally significant ecosystems in the Chagos Archipelago. The UK was not a party to the 2021 International Tribunal for the Law of the Sea case between Mauritius and Maldives.

After the agreement enters into force Mauritius will be able to declare an Economic Exclusion Zone but will need to implement security arrangements under the agreement. The deal ensures that we will retain full control over Diego Garcia with robust provisions to keep adversaries out. These include unrestricted access to and use of the base for the UK and US; a buffer zone around Diego Garcia; a comprehensive mechanism to ensure no activity in the other islands threatens base operations; and a ban on the presence of any foreign security forces. The UK will also assist Mauritius in implementing a new Mauritian Marine Protected Area in the Archipelago.
