Article 25 of Regulation (EU) 2021/817 of the European Parliament and of the Council of 20 May 2021 establishing Erasmus+: the Union Programme for education and training, youth and sport and repealing Regulation (EU) No 1288/2013 (“the Erasmus+ Regulation”) sets out the requirements for information, communication and dissemination which apply to the Erasmus+ programme.

As part of our Plan for Change, the department is determined to fix the special educational needs and disabilities (SEND) system and restore the trust of parents. We will do this by ensuring schools have the tools to better identify and support children before issues escalate.
We will publish further details about plans for SEND reform in a Schools White Paper shortly. Our reforms will be underpinned by five principles: ‘early’, ‘local’, ‘fair’, ‘effective’ and ‘shared’.
To support the reforms, we are strengthening the evidence base of what works to improve inclusive practice and help address variation in provision.
For example, recently published evidence reviews from University College London highlight what the best available evidence suggests are the most effective strategies to identify and support children with different types of needs.
The department also funds a What Works in SEND programme. Their research and effective practice models are included at: https://whatworks-send.org.uk/.
New research delivered by UK Research Innovation will also aim to develop effective approaches to early identification of children needing tailored educational support.

Under European Commission communication and visibility rules, managing authorities and implementing partners of EU funding are required to use the EU emblem in their communications. This requirement therefore applies to the National Agency responsible for delivering the Erasmus+ programme for the UK.

The department has commenced discussions with the British Council with a view to appointing them as the National Agency. The British Council is an arm’s-length body of the Foreign, Commonwealth and Development Office.

In order for the UK to participate in Erasmus+, EU regulations require the UK to establish a National Agency separate to any existing government department to manage the indirect management actions of the programme. The European Commission entrusts the distribution of indirect management funding to the National Agency to bring Erasmus+ as close as possible to its beneficiaries. National Agencies promote and implement the Erasmus+ Programme at the national level and are the link between the European Commission and participating organisations at local, regional, and national levels.
A National Agency will be appointed in due course to deliver Erasmus+ for the UK.

Central data on Civil Service Headquarters (HQ) occupancy is collected and published quarterly on GOV.UK (https://www.gov.uk/government/publications/civil-service-hq-occupancy-data) for all HQ buildings of Whitehall Departments, Office for Scotland, Office for Wales and Northern Ireland Office.
As was the case under the previous administration, no other information on workforce attendance is gathered centrally. Heads of departments have agreed that 60% minimum office attendance for most staff continues to be the best balance of working for the Civil Service.

To ask the Secretary of State for Education, what steps her Department is taking to include (a) schools and (b) educational agencies in local arrangements for safeguarding.
The involvement of education and childcare agencies is fundamental at all levels of safeguarding arrangements. The department knows that teachers and educators are often the first to spot warning signs of abuse and neglect and are the largest referrer of cases into children’s social care after the police.
That is why the department is introducing measures through the landmark Children’s Wellbeing and Schools Bill to strengthen the role of education in multi-agency safeguarding arrangements. We will make it a legal obligation for safeguarding partners to automatically include all education and childcare agencies at both operational and strategic levels of their safeguarding arrangements.
These measures include all education settings, covering early years and childcare settings through to schools, colleges and alternative provision, so that opportunities to keep children safe are not missed.

The UK local and regional greenhouse gas emissions national statistics, 2005 to 2021 set out emissions data at the local authority level.
The Greening Government Commitments (GGCs) set out actions to reduce the environmental impact of the Government’s estate and operations, which includes mitigating climate change. In financial year 2020/21, the government reduced its greenhouse gas emissions by 57% from the baseline year of 2009/10, exceeding the 43% target. This follows a 50% reduction from the baseline year in financial year 2019/20. For financial year 2020/21, it is estimated that this reduction in energy use represented a saving of £182 million, had energy consumption remained at the same level as the baseline year.
