To ask Her Majesty's Government what representations they made to the government of Zimbabwe about joining the Extractive Industries Transparency Initiative; and what has been the outcome of any such representations.
Zimbabwe has in the past expressed an openness to joining the Extractive Industries Transparency Initiative (EITI), which the UK would support if it were to happen. We engage the Government regularly on progress towards signing EITI, most recently during the WTO Trade Policy Review of Zimbabwe, in which the UK questioned Zimbabwe on progress on their stated commitment to make progress towards signing EITI in 2020. As well as in country engagement from British Embassy officials, EITI Board Chair, Helen Clarke, visited Zimbabwe in February of this year.
To ask Her Majesty's Government how they intend to ensure that British companies directly or indirectly involved in extraction or mining in Eritrea are compliant with (1) UN Security Council Resolution 2023, (2) the Extractive Industries Transparency Initiative, (3) the Modern Day Slavery Act 2015, and (4) anti-bribery legislation.
To ask Her Majesty's Government how they intend to ensure that British companies directly or indirectly involved in extraction or mining in Eritrea are compliant with (1) UN Security Council Resolution 2023, (2) the Extractive Industries Transparency Initiative, (3) the Modern Day Slavery Act 2015, and (4) anti-bribery legislation.
The Government expects and requires that all UK companies involved in the mining sector, including in Eritrea, comply with all relevant legislation and regulations both UK and local, as it applies to their operations.
The Foreign and Commonwealth Office regularly meet with UK companies, and companies with UK investors, involved in extractives in Eritrea. Discussions include their duty to comply with the legislative and regulatory requirements of operating in Eritrea and the human rights of Eritrean nationals involved in their operations in Eritrea.
The UK Government will take appropriate action against companies and / or individuals who fail to comply with the relevant legislation.

The Extractive Industries Policy of the National Investing Bodies of the Church of England was launched in November 2017. During the development of the policy, we sought views from both faith and non-faith organisations. Since the policy launch, the Church Commissioners have discussed our new approach with various faith and non-faith organisations and are due to present the policy to the Church Investors Group in the coming months.
A number of the areas of the policy require engagement with extractive industry companies. Our approach has been to seek input and collaboration with other faith investors. We have also shared the policy and outlined approach widely within different faith networks. The Commissioners will continue to seek opportunities to work collaboratively with faith and non-faith investors on this issue of particular ethical importance.

To ask the Secretary of State for Business, Innovation and Skills, what steps his Department is taking to implement the recommendations in the first report of the Extractive Industries Transparency Initiative, published in April 2016.
The Extractives Industry Transparency Initiative (EITI) requires implementing countries to form a Multi-Stakeholder Group (MSG) consisting of industry, civil society and government, who work in partnership to implement EITI. The MSG meets every 2 months with the next meeting on 12 July.
The UK MSG is currently reviewing the first year’s report and these recommendations form part of that review.

Uganda has pledged to sign up to the Extractives Industry Transparency Initiative (EITI) following the enactment of the Public Financial Management Bill. Her Majesty’s Government places high value on membership of the EITI and has had regular and ongoing discussions with the Government of Uganda on this issue.

The Prime Minister wrote to G8 leaders on 2 January 2013 setting out the UK's priorities for the G8 presidency. Transparency was highlighted as a key theme and as part of the transparency agenda; the Prime Minister has launched an urgent review of the UK's position on the Extractive Industry Transparency Initiative1. This review is still under way and an announcement will be made in due course.
