The Strategic Export Licensing Criteria (SELC) state that the Government will not issue or maintain export licences if there is a clear risk that the items might be used to commit or facilitate a serious violation of International Humanitarian Law (IHL). We have deemed that such a risk exists for items that are for use in military operations in the current conflict in Gaza and have made the decision to suspend these exports immediately. This consists of approximately 30 export licences to the Israeli military, including parts for F-16 fighter jets, as detailed in the Secretary of State for Business and Trade's Written Ministerial Statement [https://questions-statements.parliament.uk/written-statements/detail/2024-09-02/hcws64].

We keep our defence posture in the South Atlantic under regular review to take account of the full range of developments. I am satisfied that the current military presence in the South Atlantic is at the appropriate level to ensure the defence of the Islands.

Argentina's purchase of F-16 fighter jets does not change the UK Government's policies in relation to either Argentina or the Falkland Islands.
The UK is committed to upholding the Falkland Islanders' right of self-determination. As long as the Falkland Islanders wish to remain part of the UK family, there can be no discussions on sovereignty.
The UK undertakes regular assessments of possible threats so that our forces in the South Atlantic, which are entirely defensive, are maintained at the appropriate level to ensure the defence of the Falkland Islands.

Turkey is a NATO ally and long-standing partner of the UK. We support the strengthening of NATO's southern flank by boosting the air capability of Allies and reducing dependencies on Russia-sourced equipment. It is for the US Government to decide on the military equipment they sell to Turkey.

HM Government takes its export control responsibilities very seriously and operates one of the most robust arms export control regimes in the world. We consider all export applications thoroughly against a strict risk assessment framework and keep all licences under careful and continual review as standard. HM Government will not grant an export licence if to do so would be inconsistent with the Consolidated EU and National Arms Export Licensing Criteria. HM Government publishes quarterly and annual statistics on all our export licensing decisions, including details of export licences granted, refused and revoked. These can be accessed at: https://www.gov.uk/government/organisations/export-control-organisation

That this House expresses its deep concern regarding the Government's recent change in the rules for obtaining export licences that allows British components for F-16 fighter jets to be sold to Israel via the United States of America; believes that this is a reversal of the position taken by Her Majesty's Government in November 2000 not to sell arms to Israel that could be used in the Occupied Territories; believes that this change contravenes the spirit of the EU Code of Conduct on Arms Exports (May 1998) by which the Government is bound; further notes that Israeli F-16 fighter aircraft have been used to bomb Palestinian civilian areas in breach of the Fourth Geneva Conventions and are involved on an almost daily basis in illegal activities in sovereign Lebanese airspace; and demands that the Government revoke its decision and ensure that the United Kingdom does not damage its declared neutral position in the conflict by aiding the current cycle of violence through the supply of arms that could be used to perpetrate further violations of the Fourth Geneva Convention.
