Responsibility for funding of the centralised National Resilience capability training delivered by the Fire Service College was transferred from the Department for Communities and Local Government to the Home Office under a Machinery of Government change effective from 1 April 2016. As part of Government policy to devolve further responsibilities to the Fire sector, centralised National Resilience training was passed to the sector lead authority, Merseyside Fire and Rescue Authority, effective from 1st April 2017. This offers increased value for money and allows in-year savings made to be used for the benefit of the national resilience capabilities.

The Government does not assess the College’s role in the provision of its services.
It is the responsibility for individual fire and rescue services to decide where training is procured and assure themselves of the quality of that training.
The sector based project team led by the National Fire Chiefs Council are currently undertaking work to explore options for a new professional standards body, and they will engage with the Fire Service College as a valued stakeholder during this process.

The 2-year National Resilience training contract will end on 26 April 2017. As part of Goverment’s policy to devolve further responsibilities to the Fire sector, centralised training has now been passed to a lead authority, Merseyside Fire and Rescue Authority. This offers increased value for money and allows in-year savings made to be used for the benefit of the national resilience capabilities. National Resilience assets are largely owned by the Fire and Rescue Authorities, and suitable training grounds remain available.

We do not expect there to be any additional costs to be borne by fire and rescue authorities as a result of the sale of the Fire Service College. The commitments made by Capita that the college will continue in use as a national training college for fire and rescue authorities as well as continuing to offer wider national resilience and emergency services exercises are not time-limited.

The Fire Service college is being sold as a going concern and future engagement with fire and rescue services is an essential part of ensuring it continues to provide excellent training to the sector. Discussions have been held with short-listed bidders during the sale process on the involvement of the Chief Fire Officers Association in the new business and ensuring they have a seat on a new Customer Advisory Board for the college.

Decisions on issues such as providing assistance to fire and rescue services personnel are made at the country office level.
Information on the number of: (a) requests for, or (b) offers of places at the Fire Service College by staff employed by governments in partner developing countries is not held centrally by DFID.
