It has made clear that the production of foie gras from ducks or geese using force feeding raises serious welfare concerns. Production using force feeding has been banned in the UK for nearly 20 years as it is not compatible with our animal welfare legislation.
This Government remains committed to maintaining and enhancing animal welfare standards and recognises the strength of public feeling on this issue.

This Government is committed to delivering the most ambitious animal welfare programme in a generation as set out in the Animal Welfare Strategy. The UK does not permit fur farming or the production of foie gras using force feeding, which the Government has made clear raises serious animal welfare concerns.
Defra is bringing together a working group on fur, with involvement from both industry experts and those who support restrictions on the trade in fur, to explore concerns and the different ways in which they could be addressed.

As announced at the UK-EU Leaders' Summit on 19 May 2025, the UK and EU have agreed to work towards an SPS Agreement. Negotiations with the EU on the SPS Agreement are underway and Defra cannot comment on these discussions while they are ongoing. Our aim is to start the detailed negotiations as soon as possible, as we want to see businesses benefit from removing barriers to trade.

Whilst we have domestic restrictions on the production of force-fed foie gras, it is possible to import foie gras from abroad. In line with the Government’s commitment to improving animal welfare standards as set out in the Action Plan for Animal Welfare, we are committed to building a clear evidence base to inform future decisions.
We do not currently have an end date for when this research will conclude.

In 2023 the UK imported 628 tonnes of fatty livers of geese and ducks, valued at £3.3m (source HMRC UK Trade Info; data for 2023 is provisional and subject to change).
