To ask His Majesty's Government, regarding the UK-funded World Food Programme cash assistance for conflict-affected Lebanese, (1) in which areas of Lebanon is the assistance is being delivered, (2) which organisations are acting as implementing partners and (3) what safeguards are in place to ensure that UK-funded assistance does not benefit Hezbollah.

The Integrated Security Fund (ISF) Lebanon programme provides funding to strengthen the Lebanese Armed Forces (LAF) and Lebanese Internal Security Forces (LISF) through targeted capacity building. In Financial Year 2025/26, UK assistance enabled LAF border deployments, training, essential equipment provision, and greater interoperability between the LAF and LISF. Palladium supports the delivery of UK funded programmes by providing technical advisory capacity.
World Food Programme (WFP) and other direct partners, including under the ISF, undergo enhanced due diligence to ensure strong controls preventing aid diversion, including risks of diversion to terrorists. UK cash assistance for vulnerable Lebanese households is distributed via WFP and downstream partners SHEILD, World Vision, Lebanese Red Cross and Caritas Lebanon and channelled nationwide through the Lebanese government's Shock Responsive Safety Net (SRSN) which targets the most vulnerable conflict affected families based on acute humanitarian needs. All funding is provided through reputable financial service providers.

During the London Sudan Conference, the former Foreign Secretary announced a further £120 million towards the crisis which will provide life-saving aid to more than 650,000 people. This funding supports UN agencies such as UNICEF and the World Food Programme to deliver a range of life-saving services including food, nutrition, water, sanitation, and hygiene support. We also support the UN's Sudan Humanitarian Fund, which funds local responders including Emergency Response Rooms to reach hard-to-access areas, such as North Darfur. We continue to use our role as UN Security Council penholder to press all parties to uphold international humanitarian law, ensure the safety of aid workers, and remove bureaucratic barriers to delivery. On 14 August, the UK joined 28 partners in a Joint Donor Statement on El Fasher calling for a pause in fighting to allow urgent unimpeded aid to reach civilians trapped by the Rapid Support Forces' siege and guarantees for the protection of civilians and aid workers.

On 21 July, the UK announced £60 million in humanitarian aid this financial year, with a further £15 million of humanitarian support announced on 1 September, to support the provision of healthcare, food and water. All allocations of our Humanitarian Programme are available publicly on Development Tracker. We call for Israel to immediately allow the unrestricted flow of aid into Gaza, enabling food, medical supplies and fuel to reach those in desperate need.

The UK is committed to tackling extreme hunger and preventing famine globally. Whilst the Foreign, Commonwealth and Development Office has not made a financial commitment to the Food and Agriculture Organization's new Facility, we have been supportive of its development, since its inception under the Italian 2024 G7 Presidency.
We are supportive of the aims of the Facility to make more finance available for tackling hunger crises and to ensure it reaches the most vulnerable and hardest hit ahead of, or quickly after, a disaster strikes. We finance anticipatory action through the UN, NGOs and others, and are spearheading international efforts to scale up Pre Arranged Finance.
Last year, we provided grants through the African Development Bank which supported 10 African countries to address drought and tropical cyclone insurance costs, protecting 7.5 million people against drought.

To ask His Majesty's Government what steps they are taking to increase humanitarian funding for food assistance programmes in the light of the increase in the number of people facing catastrophic hunger.
The UK is deeply concerned by rising levels of acute food insecurity and catastrophic hunger. We are a key government donor to the World Food Programme (WFP); in 2024 we contributed over $600 million to WFP initiatives, including in the Occupied Palestinian Territories, Sudan, South Sudan and Haiti.
We are also driving international action to scale-up Pre-Arranged Finance, making sure finance reaches the most vulnerable and hardest hit ahead of, or quickly after, a disaster strikes. This includes supporting vulnerable countries and humanitarian agencies to respond to harvest failures caused by drought. We recently supported anticipatory drought insurance for WFP in Syria, which paid out $7.7 million for emergency assistance.
However, simply responding to crises is not a long-term solution, and we are working with partners to improve early warning systems, to act ahead of shocks and invest in strengthening countries' resilience to food crises in the longer-term.

The Foreign, Commonwealth and Development Office are determining whether more funding for financial year 2025/26, in addition to the £120 million announced at the London Sudan Conference in April, will be allocated and further information will be provided in due course. Unfortunately, the spending review is still under review, and we will endeavour to update once we have the information.
