To ask His Majesty's Government what additional humanitarian measures they are considering in response to worsening food insecurity across Sudan.
I refer the Noble Baroness to the statement made by the Foreign Secretary on 19 February before the UN Security Council on Sudan. She highlighted the continued work the UK is doing as the third largest bilateral donor to Sudan, on securing humanitarian access across Sudan and on protecting civilians and humanitarian operations, as well as holding to account those who are perpetrating or profiting from the appalling atrocities committed in Sudan. I will continue to keep the House updated on the actions the UK is taking alongside our international partners to secure a ceasefire in Sudan, and support the humanitarian needs of its people, including the millions currently suffering from food insecurity and starvation.

That this House welcomes the establishment of the Right To Food UK Commission, launched in Parliament in November 2025, to produce an evidence‑based roadmap for Right To Food legislation by Autumn 2026; recognises the Commission’s vital role in exposing the scale and causes of food poverty and hunger in the UK; supports its work to highlight the unacceptable normalisation of food insecurity and to identify practical, long‑term solutions; urges the Commission to provide the Government, devolved administrations and policy makers with a clear route to ending food poverty; endorses the Commission’s development of comprehensive and enforceable Right To Food legislation grounded in the Right To Food Campaign’s five core demands of universal free school meals, transparency on food costs, an independent regulatory body, funding for community kitchens, and legally guaranteed food security; and wishes the Commission well as it begins its community‑led, evidence‑gathering sessions across all four nations, starting in Liverpool and continuing in Newcastle, Glasgow, Belfast, Cardiff, and London.

The ongoing conflict in Amhara has led to significant humanitarian needs, and widespread conflict-related human rights violations and abuses. In Tigray, there are an estimated 500,000 to 700,000 internally displaced persons (IDPs).
UK Official Development Assistance to Ethiopia in 2025/26 is £172.7 million, of which £95.5 million has been used to provide lifesaving humanitarian aid, focused on emergency health, nutrition, and social protection implemented by a combination of UN agencies, non-governmental organisations, and the Red Cross.

The UK is providing £78 million for humanitarian and early recovery support for Palestine this financial year. This includes £9.7 million to United Nations Children's Fund (UNICEF) to support provision of ready-to-use infant formula, water, sanitation and hygiene services, psychosocial services for children, and social protection to children.
In October, the Foreign Secretary spoke with Israeli Foreign Minister Sa'ar about the importance of opening more crossings and removing restrictions on aid to allow food to be delivered to all those in need, and we continue to call on Israel to enable humanitarian relief to reach every child in need of nutritional support, shelter and healthcare.

The UK is deeply concerned by the high levels of food insecurity around the world, particularly the impact this has on children; nutrition related factors contribute to an estimated 45 per cent of deaths in children under 5 years of age.
The UK established the Child Nutrition Fund, which matches finance for therapeutic foods and aims to reach 320 million children and women annually with life-changing nutrition programmes by 2030. Our work with partners is helping to prevent food crises, which can impact children the hardest, through early action and resilience building. The Resilience and Adaptation Fund is supporting hundreds of thousands of food-insecure households to build resilience to climate and other shocks.
We are also using our global influence, for instance as vice-chair of the Global Alliance against Hunger and Poverty (GAHP). I recently attended the first Summit of the GAHP to reaffirm the UK's commitment to help families find sustainable pathways out of poverty.

The holiday activities and food programme (HAF) ensures that children who are eligible for free school meals can access enriching activities and healthy meals during school holidays, benefiting their health, wellbeing and learning. On 28 August, the department announced that over £600 million has been confirmed for the programme for the next three financial years, from 2026/27.
This multi-year commitment gives parents and providers certainty that clubs will be available over what can otherwise be an expensive holiday period, ensuring that children and young people continue to benefit from enriching holiday experiences and nutritious meals. The programme also opens work opportunities for parents on low incomes to support their families.
Almost five million HAF days were provided across the Christmas, Easter and summer holidays this year, reaching over half a million children. During summer 2024, over 628,000 children attended the HAF programme.
