To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he intends to visit (a) Kamal Foroughi and (b) any other prisoner in Iran in addition to Nazanin Zaghari-Ratcliffe during his planned visit to that country.

The Foreign Secretary hopes to visit Iran later this year. While the itinerary for this is not yet confirmed, he will have a wide range of discussions, including on all our consular cases. Our Ambassador to Iran regularly requests consular access to our dual-national prisoners, not least so that we can check on their welfare. Iran considers these individuals to be Iranians under Iranian law and has therefore not granted the British Government access. Although there is no international legal obligation to recognise dual nationality, we consider them to be British and will continue to request access to them.

The Foreign Secretary regularly expresses his concerns about all our dual national cases with Foreign Minister Zarif. Our Ambassador in Tehran raises these cases at every opportunity as part of his regular discussions with the Iranian Government. I most recently raised this case with the Iranian Ambassador to the UK on 14 November.

The Prime Minister, the Foreign Secretary and I raised all our dual national consular cases, including Mr Kamal Foroughi's, with our Iranian counterparts in the margins of the United Nations General Assembly in September. Last month, the Foreign Secretary once again discussed the importance of these cases with Foreign Minister Zarif and Vice President Salehi, as did the Minister of State for the Middle East in a phone call with the Iranian Ambassador to the UK. Our Ambassador in Tehran also raises these cases at every opportunity.

The Ambassador attended the 4th Europe-Iran Forum where he participated in a panel discussion on the nuclear deal. The Ambassador spoke about the importance we attach to progress on dual national consular cases in a BBC Persian interview recorded at the forum. The Ambassador continues to raise all of our dual national cases, including Mrs Zaghari-Ratcliffe and Mr Foroughi, at every opportunity, most recently this month with Deputy Foreign Minister Takht Ravanchi. I also raised our dual national cases in a phone call with the Iranian Ambassador to the UK on 10 October.

Our Ambassador in Tehran raises the cases of our British/Iranian dual national detainees, including Mr Kamal Foroughi, at every opportunity as part of his regular discussions with the Iranian Government. This happened most recently on 30 August. I also raised the cases of our dual national detainees with the Iranian Foreign Minister and Deputy Foreign Minister when I visited Tehran on 5 August. While Iran does not recognise dual nationality and regards them as Iranian, we consider them British and will continue to raise these cases and request consular access.

The Foreign Secretary raised the cases of Nazanin Zaghari-Ratcliffe and Kamal Foroughi when he last met his Iranian counterpart in February. I raised this matter with Deputy Foreign Minister Dr Ravanchi on 21 June and in my meeting with the Iranian Ambassador on 6 July.
We have repeatedly requested consular access so that we may be assured of the detainees' welfare and their access to any appropriate medical treatment, however, Iran does not recognise dual nationality and therefore does not grant us consular access. Nevertheless we shall continue to lobby the Iranian authorities about these cases at the highest levels at every opportunity.

The Foreign Secretary last raised Mr Foroughi's case when he met Iranian Foreign Minister Zarif in February. I raised our concerns regarding treatment of dual nationals detained in Iran with the Deputy Foreign Minister, Dr Ravanchi, on 21 June and in my meeting with the Iranian Ambassador on 6 July. The Government will continue to raise our concerns with the Iranian Government at every opportunity.

Nazanin is a British citizen and I understand that she also has Iranian citizenship. Obviously, the Iranians do not recognise her British citizenship. As far as they are concerned, she is Iranian, so we have a real problem in trying to influence the Iranian authorities. Have I got that wrong?

That is no excuse for evading responsibility for a young mother, a British citizen, who has been detained in Iran, and a three-year-old daughter who has been separated from her mother and father. Those excuses are used by the Government to evade responsibility.
