This Government takes the protection of individuals’ rights, safety and freedoms, including freedom of speech, very seriously. The UK is an open and diverse country and freedom of speech is one of the values that defines us as a society. We are absolutely committed to upholding free speech and legislation is in place to protect this fundamental right.
While we do not comment on individual cases, police will rightly inform individuals if there is any assessed threat to their wellbeing in order to meet duty of care obligations. Memoranda of Understandings can form part of police’s routine approach in this context with officers providing guidance on steps individuals can consider to enhance their personal safety. As with any circumstances, it is up to the individual to decide how they wish to exercise their rights, taking into account the relevant security advice provided.

AI, and other technologies, can provide a wide range of benefits to improve efficiency and productivity in policing, as well as boosting public confidence by improving the prevention, detection and investigation of crime. However, the procurement and deployment of AI technology to assist with forecasting potential areas of crime or disorder, commonly known as 'predictive policing', must always be subject to strong safeguards.
The AI Covenant for Policing was agreed at National Police Chiefs Council in September 2023. This provides practical high-level principles that, if followed, will ensure that the police develop and use AI tools that are lawful, transparent, explainable, responsible, accountable and robust.
The Home Office has provided funding to support the National Police Chiefs Council AI Portfolio to drive consistency and create guidance for forces to develop and deploy AI tools, and we are undertaking further detailed work in this area. There are a number of essential wider protections in place, including the Public Sector Equality Duty, to ensure that all Government policies take account of the human rights impacts on individuals.

The UK is committed to protecting the right to Freedom of Religion or Belief (FoRB) and freedom globally. We continue to monitor FoRB in Hong Kong through our regular Six-monthly Reports to Parliament and interactions with local faith leaders. In our latest report, published on 19 September, we noted religious practice is generally not restricted in Hong Kong, with a variety of religious practices coexisting across the territory. However, it is clear many of the rights and freedoms enshrined in the Sino-British Joint Declaration and Hong Kong's Basic Law are being curtailed under the guise of national security. China's imposition of the National Security Law (NSL) in Hong Kong represents a clear and serious breach of the Sino-British Joint Declaration. The Foreign Secretary raised our concerns regarding the erosion of rights and freedoms in Hong Kong with Foreign Minister Wang Yi on 5 December. In line with the UN Human Rights Council recommendation in its International Covenant on Civil and Political Rights report on Hong Kong, we urge the Chinese authorities to repeal the NSL.

Whilst structural reform and internal reviews are a matter for the Colombian Government, we are clear that we support the right of all Colombians to protest peacefully, and that the right to peaceful assembly and association must be guaranteed. Through the Conflict, Security, and Stabilisation Fund (CSSF) in Colombia, the UK launched a three year, £2.1 million Police Innovations for Stabilisation in Colombia Programme (SCIP) in 2020, which is helping the transformation of the Colombian National Police. The SCIP aims to contribute to the modernisation of the police service by scaling up and improving police practices with a preventive approach, focusing on i) building links and trust with communities to improve relations and reduce conflict; ii) putting human rights first when managing social tensions and preventing violence; iii) developing and implementing strategies for tackling and preventing gender-based violence.

Ahead of the commencement of section 9 of the Public Order Act 2023, the College of Policing and the Crown Prosecution Service are updating relevant public order guidance and training to reflect the inclusion of the offence of interference with access to or provision of abortion services.
In accordance with human rights obligations, these organisations are required to consider the rights provided under Article 9 (freedom of thought, religion and belief), Article 10 (freedom of expression) and Article 11 (freedom of association and assembly) of the European Convention on Human Rights, recognising that they are qualified and can sometimes be infringed upon to uphold other rights.
