To ask the Secretary of State for Defence, what assessment he has made of the implications for his policies of the SANGCOM verdict in the cases of (a) GPT Special Project Management Ltd and (b) Jeffrey Cook and John Mason.
The Ministry of Defence notes the outcome of the cases relating to GPT Special Project Management Ltd and associated individuals, which concern historic matters that have been subject to due legal process.
The Department keeps its policies and procedures under continual review and has strengthened its commercial, governance and assurance controls over time.
It would not be appropriate to comment further on the specifics of these cases; however, the MOD remains committed to the highest standards of propriety, transparency and accountability.

The trouble is that we do not normally compensate whistle- blowers in the way that my hon. The key whistleblower in this case was my constituent Ian Foxley, without whom the prosecution would never have happened, yet he has been totally hung out to dry by the Serious Fraud Office, despite 10 years of financial devastation. Does my right hon. Friend agree that, unless we properly compensate whistleblowers, they simply will not come forward, and will he consider making a payment out of the £28 million received by Her Majesty’s Treasury to compensate him for his losses?

This case is being investigated by the Serious Fraud Office which investigates and prosecutes allegations of the most serious or complex fraud, bribery and corruption. These allegations are challenging to investigate. Their investigation is handled with great care and this necessarily takes time. This case is particularly complex and the investigation is still ongoing. For this reason, it would not be appropriate for me to comment on it.

Progress continues to be made on the Serious Fraud Office (SFO) investigation into allegations concerning GPT and aspects of the conduct of their business in the Kingdom of Saudi Arabia. However, as was the position in June 2017, it would not be appropriate for me to discuss the status of a live criminal investigation further at this stage.

The Serious Fraud Office (SFO) announced in August 2012 that the Director had opened a criminal investigation into allegations concerning GPT and aspects of the conduct of their business in the Kingdom of Saudi Arabia.
I can confirm that the SFO has executed a search warrant and a number of arrests have been made in relation to this matter.
