DEFCON 514 did not exist at the point the Ajax contract was placed. However, the narrative conditions included in the Ajax contract are at least as favourable to the Authority as DEFCON 514.
If General Dynamics UK are determined to be in Material Breach of its obligations under the contract, the Authority has a range of remedies available to them to secure the successful delivery of the vehicles, including but not limited to, step in rights, demand recovery plans, or terminate.

The Armoured Cavalry Programme met all pre-agreed elements required to confirm Initial Operation Capability on 23 July 2025. The criteria spanned across all recognised Defence Lines of Development including Training, Equipment, Personnel, Information, Doctrine and Concepts, Organisation, Infrastructure, Safety and Logistics.
It would not be appropriate to release the complete list of criteria as to do so could, or would be likely to, prejudice the capability of our Armed Forces.

As previously confirmed, prior to Initial Operating Capability being announced on 5 November 2025, assurances and advice were provided to Ministers regarding the safety of the platform and confirming all criteria had been met.

The Ajax programme has a Joint Acceptance Group; a collaborative team of British Army and General Dynamics Land Systems-UK personnel who work together to test, evaluate, and formally accept the new Ajax vehicles into service.

Since the incident during Exercise Titan Storm last month, I have been having regular discussions with key stakeholders from the Army and Ajax Programme team, and I met with General Dynamics on 9 December 2025. The Ministry of Defence (MOD) has concluded the Evolve to Open Transition Partner contract, with General Dynamics Mission Systems (UK) (GDMS(UK)), which was due to deliver a lab tested design for Project MORPHEUS.
Overall, the MOD has reached a position where the deliverables are sufficient to enable the future of the MORPHEUS project and the next generation of tactical communications, a position reinforced by strong market engagement with suppliers. Due to the confidentiality provisions in the contract protecting commercial interests we are unable to provide further detail.
