The Developing Countries Trading Scheme (DCTS) replaced the UK Generalised Scheme of Preferences (GSP) in 2023. Like the EU GSP, the DCTS incentivises trade with developing countries, to reduce poverty, and to provide cheaper imports for UK and European businesses and consumers. They are two of the most generous schemes of their kind.
Importers can claim UK DCTS preferential tariffs in Northern Ireland, provided the goods are not 'at risk' of entering the EU. Where the EU tariff is charged waivers and reimbursements are available.
His Majesty’s Government has not conducted a comparative assessment of the impacts of these Schemes.

The UK replicated the EU's General Scheme of Preferences (GSP) (a trade preferences scheme) from January 2021. Sri Lanka, as a member of the EU's GSP, was automatically enrolled into the UK's Enhanced Framework which requires countries to ratify and effectively implement the same 27 international conventions on human and labour rights, sustainability and good governance. Lord Ahmad spoke with the Sri Lankan Minister responsible for Money, Capital Markets and State Enterprise Reforms, Minister Ajith Cabraal, in June and raised the importance of good governance and the rule of law to ensure a positive business environment for increased trade.

The United Kingdom has concerns about human rights in Cambodia and continues to raise these with the Cambodian government at every opportunity.
We continue to monitor the situation in Cambodia and consider if it is appropriate to suspend preferences in line with the provisions of our Generalised Scheme of Preferences (GSP) scheme, taking into account the human rights situation as well as the economic impact of COVID-19 and the impact on vulnerable people, including female garment factory workers.
