My Department's responsibility for World Heritage issues is set out in the concordat with Northern Ireland reproduced as follows. This responsibility includes reporting to UNESCO on all UK World Heritage sites. Discussions on the planning application for a new visitor centre for the Giant's Causeway are still under way and it would be inappropriate to comment further at this stage.My officials were contacted by DOENI officials on 10 September on which date DOENI officials also wrote to the World Heritage Centre. My officials have remained in contact to discuss details of the planning application process and the responsibilities of my Department as State Party signatory to the World Heritage Convention.DCMS officials briefed World Heritage Centre officials in Paris on 15 October. My Department will send a report to the World Heritage Committee by the end of January 2008 for consideration by the World Heritage Committee at its meeting in July 2008.I met the Northern Ireland Minister for Environment on 13 December.World Heritage Site Concordat with Northern Ireland"World Heritage Sites: The Secretary of State for Culture, Media and Sport will be responsible for the UK Government's overall policy on World Heritage Sites and exercise a co-ordinating role in its relationship with UNESCO on this issue. Within this overall policy each of the devolved administrations will, however, continue to be responsible for identifying individual Sites within their territory, advising the UK Government on their suitability for nomination, and for dealing with issues which may arise about the proper management of those sites. DCMS will chair regular meetings to discuss World Heritage issues of mutual concern."

David Burnside: To ask the Secretary of State for Northern Ireland if he will make a statement on progress on the Runkerry Golf Course, Hotel and Leisure project; and what representations he has received (a) in support of and (b) opposed to the project from (i) Moyle District Council, (ii) the National Trust and (iii) Northern Ireland Tourist Board. [202308] Angela Smith: The Department is still considering the application for this major proposal close to the Giant's Causeway World Heritages site. The proposal raises complex planning policy issues, particularly the impact on the setting of the World Heritage site. The Department's Environmental Heritage Service is strongly opposed to the proposal. Environmental considerations need to be balanced against the tourist and other economic benefits of the proposal. Additional information has been requested from the applicant. Once received the Department will deal with this application as expeditiously as possible. (I) Moyle District Council The Council supports this application as it considers that the provision of these facilities will add considerably to the tourism assets of the Causeway Coast and wider area. (II) The National Trust The National Trust objects to the proposed development and has requested that the application be refused. Its major concern with the application is the affect on the setting of the Giants Causeway World Heritage site which is substantially under custodianship of the National Trust. (III) Northern Ireland Tourist Board. (NITB) NITB supports this proposal on condition that it satisfies all the other relevant planning and conservation criteria including that there is no threat of any adverse impact on the World Heritage site.

David Burnside: To ask the Secretary of State for Northern Ireland if he will make a statement on the development of tourist facilities at the Giant's Causeway in County Antrim. [146648] Mr. Pearson: On 14 April 2003 I, along with my ministerial colleague Angela Smith MP, announced proposals to deliver new facilities at the Giant's Causeway which would be capable of offering a world class experience to visitors. Our proposals centred on the commissioning of an international competition to design new visitor facilities which would complement the Giant's Causeway as a World Heritage Site. This international competition, which will be initiated in early spring, will seek designs from around the world and I am confident that by proceeding along this path we can deliver a world class solution that will continue to capture the imagination of visitors in 20 years time. The Government are committed to seeing visitor facilities at the Giant's Causeway that are genuinely world class, conform to the highest standards in terms of economic and environmental sustainability and which will greatly enhance Northern Ireland's place on the International map as a tourist destination. Over the past number of months my officials, in conjunction with colleagues in the Environment and Heritage Service, the Northern Ireland Tourist Board and the Department of Finance and Personnel, have been exploring a number of options with regard to the most appropriate method of delivering the solution. These discussions are ongoing. The National Trust and Moyle District Council, the owners of the site, have also been kept informed of developments.

Lady Hermon: To ask the Secretary of State for Northern Ireland if he will make a statement on the future development of the Giant's Causeway. [94452] Angela Smith: The Giant's Causeway has been designated a World Heritage Site by UNESCO in recognition of its international importance to the conservation of geological features. It is one of only three natural World Heritage Sites in the United Kingdom. World Heritage Sites are places or buildings of outstanding heritage value and, accordingly, the Department of the Environment attaches great importance to their protection for the benefit of future generations as well as our own. Planning policies for the protection of World Heritage Sites applicable to the Giant's Causeway are set out in the Planning Policy Statement (PPS 6): Planning, Archaeology and the Built Heritage. I believe that these policies are proving effective in protecting the Causeway and its immediate vicinity. Development proposals affecting the Giant's Causeway and its setting are carefully scrutinised in order to determine the impact on critical views of and from the site, access and public approaches to the site, and its appreciation and enjoyment by visitors. The Department is reviewing the planning policy framework for the Giant's Causeway and its setting. The Department's Environment and Heritage Service is preparing management plans for the Causeway Coast Area of Outstanding Natural Beauty and the World Heritage Site. The Planning Service is preparing a new statutory development plan for the Northern Area which involves the Giant's Causeway. The draft development plan will be published in the autumn of 2003. I am of course aware that the Moyle District Council has recently resolved to proceed to rebuild that portion of the visitor centre that was destroyed by fire in 2000. My colleague, the Parliamentary Under-Secretary of State for Northern Ireland, my hon. Friend the Member for Dudley, South (Mr. Pearson) is currently engaged in a series of meetings with key interests in relation to the interpretation of the World Heritage Site. He and I are determined to find the best way to achieve this.
